About The Position

This role involves assisting in the delivery of the District's transportation program by representing the interests of jurisdictions and VDOT regarding VDOT planning, preliminary engineering, construction, maintenance, and operational processes. The position performs varied technical engineering duties related to the project development program, coordinates and communicates with elected officials, local government staff, and citizens on transportation project and program issues, and manages the public involvement process for county and district-wide projects. The role also provides technical advice, guidance, and training, prepares analyses and reports, offers engineering support, and effectively manages assigned projects to ensure timely and accurate completion. Communication with internal VDOT staff, local government staff, consultants, citizens, and FHWA regarding transportation projects and programs is essential.

Responsibilities

  • Analyze and interpret engineering data and information, preparing complete, clear, and concise reports and recommendations.
  • Establish and maintain effective communication between VDOT, contractors, government agencies, and the public, investigating issues and resolving complaints.
  • Participate in county coordination meetings, providing status updates on SSYP projects and locality administration agreements.
  • Coordinate, attend, and facilitate project meetings, particularly those involving coordination with county staff on county-related issues.
  • Assist in the coordination of Transportation Program issues and serve as the point of contact for project development for locality projects.
  • Monitor and assist local governments with preliminary engineering, project development, and project initiation in the STIP, CLRP, TIP, SSYP, or equivalent and the SYIP.
  • Coordinate with county staff and internal VDOT disciplines, serving as the local VDOT expert on special funds (TAP, RS, HSP, CMAQ, RSTP).
  • Utilize established VDOT policies and procedures for the development and delivery of engineering projects, ensuring compliance with state and federal laws and regulations.
  • Manage and serve as the point of contact for County Enhancement projects, including reviewing and ranking applications, providing guidance to applicants and sponsors, and attending workshops.
  • Plan, schedule, and coordinate engineering program activities to meet deliverables within scope and timeline.
  • Assist in the management of projects and tasks, including scope, schedule, budget, deliverables, change management, quality, and status reports, completing multiple concurrent tasks.
  • Provide support to VDOT and Locally Administered Transportation Projects during Project Development and Delivery processes, assisting with administration and development of scope, schedule, and estimates.
  • Facilitate coordination between VDOT and local government to resolve related issues.
  • Manage and serve as the point of contact for the development of public hearing and CIM presentations, transcripts, logistics, and web pages for county projects.
  • Prepare responses to citizen inquiries reflecting VDOT's position on design issues and provide specific guidance to localities on the public hearing process.
  • Manage special program initiatives and projects as assigned, and serve and represent VDOT or assigned program area on various committees and work groups.
  • Demonstrate customer service and work habits that reflect VDOT Values, coordinating the flow of information both orally and in writing.
