About The Position

This role supports the District Engineer of Hydraulics in meeting drainage design requirements. The position provides support to roadway, maintenance, and bridge design staff by applying hydrology and hydraulic principles and design. Responsibilities include developing and designing hydraulic models and drainage design elements for right-of-way and construction roadway plans. The role also involves reviewing hydrologic and hydraulic designs for drainage facilities prepared by others, overseeing hydraulics-related issues to ensure compliance with processes, schedules, budgets, design criteria, standards, and specifications, and providing technical advice, guidance, and training. The position requires preparing analyses, reports, and recommendations based on engineering determinations, providing engineering support and consultation, and effectively managing assigned projects for timely and accurate completion. Communication with internal VDOT staff, local government staff, consultants, citizens, and FHWA regarding transportation projects and programs is essential.

  • Knowledge of civil engineering principles as they relate to hydraulic and roadway design and Standard Design technical knowledge.
  • Knowledge of peak discharge hydrology, open and closed system design, erosion and sediment control features and their application, stormwater management principles and design.
  • Knowledge of project management procedures and principles.
  • Knowledge of roadway design criteria, construction methods, standards, specifications, and materials.
  • Skill in providing and promoting good customer service to internal and external customers.
  • Skill in the use of computers and software applications to include MS Office, project management, and engineering software programs.
  • Engineering experience applying roadway design criteria, construction methods, standards, specifications, and materials.
  • Experience applying peak discharge hydrology, open and closed system design, erosion and sediment control features, and stormwater management.
  • FEMA floodplain experience.
  • Proficient in hydraulics of bridged waterways, bridge scour analysis, flood routing, and calculation of run-off values.
  • Skill in the use of computers and software applications to include engineering design and analysis programs.

Nice To Haves

  • A combination of training, experience, or education in Civil Engineering, or related field desired.
  • Erosion and Sediment Control Program Administrator Inspector or Plan Reviewer Certification.
  • PE license or EIT certification.
  • Work experience in transportation engineering project management.

Responsibilities

  • Analyze and interpret engineering data and information.
  • Prepare complete, clear, and concise reports and recommendations.
  • Assess and resolve a variety of issues for Residency and Other Field Staff.
  • Establish an effective line of communication between VDOT, contractors, government agencies, and the public.
  • Investigate issues and resolve complaints.
  • Complete work tasks using hydraulic software, MicroStation, MS Office, and other non-CADD applications.
  • File project-related correspondence, CADD files, and project information.
  • Use established VDOT policies and procedures in the development and delivery of engineering projects, ensuring compliance with state and federal laws and regulations.
  • Perform hydraulic design reviews of drainage designs for VDOT, municipal, and land development roadway projects.
  • Attend field reviews and project meetings.
  • Provide guidance and technical assistance to roadway designers.
  • Investigate, evaluate, design, and recommend solutions for drainage problems resulting from construction, maintenance, and citizen complaints.
  • Meet with individuals and organizations involved and coordinate activities.
  • Plan, schedule, and coordinate engineering program activities to meet deliverables within the established scope and timeline.
  • Assist in the management of projects and tasks, including scope development, schedule, budget, deliverables, change management, quality, and status reports.
  • Complete multiple concurrent tasks and assignments, and report updates on their status.
  • Organize work and monitor tasks to ensure hydraulic designs and design tasks are completed in accordance with project scheduling and in support of VDOT programs.
  • Manage time and adjust priorities of work activities.
  • Manage special program initiatives and projects as assigned.
  • Serve and represent VDOT or assigned program area on various committees and work groups.
  • Demonstrate customer service and work habits that reflect VDOT Values, and coordinate the flow of information both orally and in writing.
