About The Position

Western Door Federal, part of the Seneca Nation Group (SNG), is seeking a highly professional, cleared Energy & Sustainability Specialist to support the Office of the Assistant Secretary of the Army for Installations, Energy and Environment (ASA IE&E). This role involves leveraging expertise to perform specific activities, produce work products, and provide consultant advisory services. The specialist will assist the Government in meeting Army goals for energy resilience, integrate and plan energy and sustainability strategies, and provide analytic, meeting, briefing, outreach, and strategic communication support. This includes facilitating outreach with other Army and Department of War organizations, and potentially coordinating with other government agencies and private sector entities. The role also involves advising the ODASA (E&S) Operational Energy (OE) Director, conducting research and analysis for proposed initiatives, ensuring alignment with statutes and policies, tracking progress towards energy and sustainability goals, overseeing and tracking operational energy projects, analyzing strategy and policy, and monitoring congressional impacts. Additionally, the specialist will aid in preparing strategic communication materials to promote Army initiatives in energy, sustainability, resource security, and resilience.

Requirements

Minimum 8-10 years demonstrated (actual) Army operational experience and sustainment programs
Must hold and maintain a SECRET security clearance to support analysis of plans and projects supporting installation resource security and resilience (which may contain sensitive or classified information on missions and vulnerabilities), manage responses to classified tasks, and coordinate classified meetings and discussions
Demonstrated knowledge and experience with program management and systems used to evaluate Army program and policy effectiveness
Expert knowledge of, and experience with analytical and evaluative methods and techniques, to include qualitative and quantitative research and analysis, comprehensive studies, and the development of assessments, recommendations, and position statements
Demonstrated sound management skills and judgment in analyzing unique problems and issues specific to planning, programming, and executing complex programs.
Demonstrated proficiency of Military Decision-Making Process (MDMP)
Demonstrated excellent written and oral communication skills, interpersonal skills, research skills, task management skills, and prior success in collaborative work environments

Responsibilities

Assist the Government in meeting Army goals to develop energy resilient military forces and installations around the world.
Assist in the integration, planning, initiation, direction, coordination and review of long-range energy and sustainability strategies, policies, plans, programs, projects, communication planning programs and strategic communications.
Provide analytic, meeting support, briefing preparation, outreach planning, coordination, and strategic communication products to assist in developing, implementing, communicating, and monitoring Army energy and sustainability initiatives.
Facilitate outreach and information-sharing for the ODASA (E&S) with other Army and Department of War organizations and may include coordination with other Government agencies and private sector entities and organizations.
Advise the ODASA (E&S) Operational Energy (OE) Director using subject matter expertise to inform and support new DASA (E&S) energy and sustainability initiatives, and to provide the necessary follow-on support to track initiative progress.
Conduct background research on, provide analysis of, and help develop the appropriate documentation (e.g.: fact sheets, briefing materials, project proposals, cost-benefit analyses, etc.) for proposed Army energy and sustainability initiatives.
Assist ODASA (E&S) in ensuring that plans and their implementation are aligned with statutes, Executive Orders (EOs), DOD and Army policy, and Army strategic guidance.
Assist in tracking and communicating progress toward achieving Army energy and sustainability goals through the development of appropriate documentation.
Assist in overseeing and tracking Army operational energy projects (research, development, test, evaluation, or procurement) through participation in routine project updates and coordination with program managers, and updating annual budget exhibits, reports and briefings.
Help oversee, analyze, and report on strategy, concepts, policy, plans, programs, requirements, and acquisition programs that support Army operational capabilities.
Assist in monitoring and analyzing congressional reports, bills, and hearings that could impact the Army’s energy and sustainability activities.
Aid in the preparation of strategic communication materials that promote Army initiatives, and that communicate Army policy positions, in the areas of energy and sustainability, resource security, and resilience.
