About The Position

Manages and coordinates the Arapahoe County energy program with an emphasis on environmental stewardship, including oil and gas, solar, wind, geothermal, energy distribution, energy storage, and other energy production. Supervises energy program staff. Applies extensive and diversified technical knowledge across broad areas of assignment. Ensures that Arapahoe County is a leader in the management of energy-related land uses.

Requirements

Strong knowledge of federal, state, and County codes, environmental issues, and best practices related to energy facility development.
Skilled in interpreting zoning regulations and providing clear, accurate technical guidance to boards, developers, contractors, and landowners.
Demonstrated ability to lead, supervise, and coordinate work across professional, technical, and support staff.
Effective communicator with the ability to deliver reports and presentations, represent the County in professional settings, and convey policy and technical positions.
Strong decision-making, analytical, and technology skills, including operating standard office systems and evaluating complex options.

Bachelor's degree in Planning, Geography, Environmental Planning, Petroleum Engineering, Geology, Civil Engineering, Construction Management, or other related field
At least six (6) years of relevant work experience that includes solar and/or oil & gas planning, project management, project reviews, or land use entitlements
An equivalent combination of education and work experience that satisfy the requirements of the job may be considered.
Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.

Nice To Haves

Master's degree in a closely related field is preferred and may be substituted for two years of required work experience.

Responsibilities

Leads and supports the energy team using a collaborative, inclusive, growth‑focused management approach.
Performs full supervisory duties, including hiring, training, coaching, conflict resolution, and performance management.
Sets priorities and allocates staff workload and resources to meet program and Division goals.
Guides implementation of innovation, change initiatives, and IT‑related projects within the energy program.
Ensures effective communication flow from departmental and county meetings to staff.
Oversees the County’s energy program, including oil and gas, wind, solar, geothermal, distribution, and storage.
Manages complex energy‑related planning cases and oversees the oil and gas inspections program.
Applies technical expertise to legislation, rulemaking, and local land‑use policy; advocates for residents and coordinates regionally.
Acts as the County’s Local Governmental Designee, providing recommendations, reviewing ECMC applications and rulemaking, and coordinating with agencies and stakeholders.
Supports budget development, monitors policies and performance measures, conducts audits and trend analysis, and participates in cross‑departmental and regional meetings.
