About The Position

ProSidian is seeking an Energy Infrastructure Program Manager | Independent Engineering (IE) Advisory Services / Program Governance [DOE0035035] for Program Support on an Exempt 1099 Contract basis. This role is primarily remote within the USA, with expected on-site meetings. The position supports the U.S. Department of Energy's Loan Programs Office (LPO), which provides debt financing for large-scale energy infrastructure projects. The Program Manager will provide Independent Engineering advisory services, focusing on risk management solutions for energy infrastructure program delivery. This includes work planning, staffing, schedule, budget, and client coordination, as well as reviewing project documentation, evaluating interfaces, identifying risks, and preparing program plans, schedules, and governance materials. The role requires coordination with various stakeholders including engineering, finance, legal, construction, operations, and environmental teams to support lender and DOE decision-making.

Requirements

Bachelor's degree in engineering, construction management, finance, business, or related field.
15+ years of progressive energy infrastructure, engineering advisory, project finance, program management, or independent engineering experience.
5+ years leading multidisciplinary teams, client delivery, and senior stakeholder engagement for federal, lender, or owner-side programs.
Primarily focused on Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services initiatives.
Proficiency with business tools and technology, including Microsoft Office (Excel, Access, Outlook, PowerPoint, Word).
Proficiency with Adobe Acrobat, data analytics tools, and Visio.
Ability to quickly learn other tools as needed.

Nice To Haves

Advanced degree, PE, PMP, PgMP, or equivalent senior delivery credential preferred.
Relevant Energy Industry (Oil, And Gas/Power, And Utilities) Sector Experience.
Functional and technical area expertise also ideal.
Security clearance is necessary for engagement teams managing sensitive work in the Federal Marketplace.

Responsibilities

Provides Independent Engineering advisory support for Energy Dominance Financing (EDF) Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
Focuses on energy infrastructure program delivery, work planning, staffing, schedule, budget, and client coordination.
Reviews project documentation, evaluates technical and commercial interfaces, and identifies risks and mitigations.
Validates assumptions and supports conditions precedent and disbursement readiness reviews.
Prepares defensible work products including program plans, integrated master schedules, resource plans, status reports, and governance materials.
Coordinates with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders.
Supports timely lender and DOE decision-making.
May participate in data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, issue closure tracking, and preparation of Independent Engineer reports.
