About The Position

This position is responsible for overseeing, managing, optimizing, and reporting on the energy usage within all CCBOE buildings. The role involves utilizing building energy management systems (BEMS) to monitor and control mechanical and electrical systems for optimal energy consumption. The Energy Building Automation System Manager coordinates with the Supervisor of Maintenance on HVAC and energy management systems, manages assigned HVAC and boiler maintenance employees, and is responsible for building operating and management system schedules, including weekdays, weekends, holidays, and summer for all CCBOE properties. This role also involves implementing night setback programs, reviewing utility invoices, serving as CCBOE's representative at energy-related meetings, advising on energy sources and conservation, and developing/maintaining contact with relevant agencies. The position requires the use of smartphones, tablets, and laptops for maintenance work orders and timekeeping, providing input on contractual support activities, preparing energy budget estimates, and maintaining utility consumption records. The manager also applies for and maintains records of energy conservation grants, reports on energy consumption and savings to the Supervisor of Maintenance and the Board of Education, and communicates with principals and custodial staff regarding building energy usage. Regular facility audits are conducted to ensure operating efficiency, optimum educational environment, and compliance. The role also coordinates facility usage for energy conservation, ensures participation in utility rebate programs, maintains system diagrams, assists with programming the energy management system, works with personnel on system operations, attends in-services, and ensures compliance with safety and code requirements. The position reports directly to the Supervisor of Maintenance.

Requirements

  • High school diploma or general education degree (GED) required.
  • Minimum of 5 years of direct experience in building energy management systems.
  • Extensive knowledge of automated HVAC building management control systems design and operation is needed to optimize energy consumption.
  • In-depth understanding of electrical power consumption and the ability to calculate usage and peak demand values.
  • Thorough knowledge of computerized building operation and management software systems with data tracking, such as Finstack, and Tridium software.
  • Must be computer literate, be able to interpret technical data, and demonstrate an ability to communicate with technical and nontechnical individuals.
  • Proactive in keeping up with energy standards and new energy-saving technologies
  • Must have a valid Maryland Class C driver’s license.
  • Ability to read and interpret documents such as safety rules, operating, and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and simple correspondence.
  • Ability to effectively present information to contractors, staff, and other employees of CCBOE.
  • Independent work ethic.
  • Ability to establish and maintain effective working relationships with staff and school faculty.
  • Ability to perform duties with awareness of all district requirements and the Board of Education policies.
  • Specific abilities required to perform the functions of the job satisfactorily include adhering to safety practices, meeting deadlines and schedules, working under time constraints, and communicating with diverse groups.
  • A willingness to take such additional training as required to perform assigned duties successfully.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Willingness to work overtime as required.

Nice To Haves

  • Holds and maintains a valid Maryland State HVAC Master or Journeyman license, is preferred.

Responsibilities

  • Overseeing, managing, optimizing, and reporting on the energy usage within all CCBOE buildings.
  • Utilizing building energy management systems (BEMS), monitoring and controlling mechanical and electrical systems to optimize energy consumption.
  • Coordinating with the Supervisor of Maintenance on the operation, installation, and/or repairs of all building operating HVAC and energy management systems.
  • Managing assigned HVAC and boiler Maintenance employees.
  • Responsible for the building operating and management system schedules, including weekdays, weekends, holidays, and summer for all CCBOE properties.
  • Implementing a night setback program for every building on weeknights, weekends, holidays, and summer recess.
  • Reviewing all CCBOE utility invoices to ensure accuracy and approving them for payment.
  • Serving as CCBOE representative at management-level meetings, seminars, and conferences relating to energy use and conservation.
  • Advising, assisting, and making recommendations on alternate energy sources, consumption, and general energy conservation measures.
  • Developing and maintaining contact with federal, state, and local agencies and monitoring state and national energy policy trends.
  • Using smartphone, tablet, and laptop to access and enter information required for the maintenance work order system and time keeping.
  • Providing input on contractual support activities (capital projects) related to energy management and the purchase of any products that affect energy consumption.
  • Preparing energy requirement estimates and budget allotments for all CCBOE facilities and developing procedures for efficient utilization of energy sources.
  • Maintaining all utility consumption records and data.
  • Applying for and maintaining records of energy conservation grants received by CCBOE.
  • Reporting directly to the Supervisor of Maintenance monthly as to the status of the CCBOE’s energy consumption.
  • Reporting annually, or as requested, to the Board of Education on the status of the school system's energy consumption and savings.
  • Providing regular communication with principals and custodial staff as to the status of their buildings’ energy consumption.
  • Conducting regular “walk-through” audits of all CCBOE facilities to ensure operating efficiency, optimum educational environment, and compliance.
  • Coordinating the usage of facilities and ensuring proper space utilization consistent with energy conservation.
  • Ensuring CCBOE participation in all available utility rebate programs offered.
  • Maintaining wiring and installation diagrams of all building systems.
  • Assisting with the design and maintenance of the programming for the computerized energy management system to ensure operating efficiency.
  • Works with building and maintenance personnel on the proper operation of the systems and equipment.
  • Attending all scheduled in-services on the energy management system.
  • Maintaining all safety and code requirements of the State, local, and Board of Education guidelines.
  • Performing other duties as assigned by the Supervisor of Maintenance.
