About The Position
The Scaling Urban Nature-based Solutions for Climate Adaptation in Sub-Saharan Africa (SUNCASA) project, led by the International Institute for Sustainable Development (IISD) in partnership with the World Resources Institute, aims to enhance climate resilience, gender equality, social inclusion (GESI), and biodiversity protection in Dire Dawa (Ethiopia), Kigali (Rwanda), and Johannesburg (South Africa). The project focuses on addressing climate-induced risks through GESI-responsive nature-based solutions (NbS), such as afforestation, reforestation, agroforestry, urban greening, and vegetated buffer zones. Despite growing interest in urban NbS, there is limited evidence on how gender-responsive approaches impact project effectiveness, sustainability, governance, and equity. This end-of-project evaluation will assess progress towards selected SUNCASA outcomes, utilizing a theory-based mixed-methods approach including key informant interviews (KIIs) and focus group discussions (FGDs). The evaluation will focus on assessing evidence supporting the project's pathways of change and early signs of impact and sustainability, given the project's 3-year timeline (late 2023 - late 2026). The consultancy team will also produce an interim communications product for the CBD COP and a final shortened report.
Requirements
- Demonstrated understanding of the assignment and a proposed approach to undertake the work, including methodology, work plan, and timeline.
- Proposed work plan must align with the deliverables and timeline.
- Detailed CVs of all proposed consultants highlighting relevant professional experience conducting evaluations of a similar scope and complexity.
- Financial Proposal in USD, including proposed daily rates and itemized additional costs aligned with deliverables.
- Separate Budget Narrative providing justification for each budget line item.
- At least two (2) project profiles highlighting past experience conducting evaluations of similar scope and complexity, including evaluation scope, project duration, team composition, geographic location(s), project description, services provided, client name, and completion year.
- Applications must be submitted in English.
- Proposals must be submitted electronically in PDF format.
- Use of an easy-to-read font (minimum 10-point size).

Responsibilities
- Review project documentation, existing data sets, MEL framework, and relevant literature.
- Participate in onboarding sessions with IISD and partners.
- Refine evaluation questions, sampling approach, and methodology.
- Develop an inception report detailing the proposed approach, including refined evaluation questions, data collection plan, workplan, timeline, proposed communications/fundraising product (CBD COP deliverable), and case study ideas.
- Develop and finalize data collection tools (KIIs, FGDs), revising them based on feedback from the inception report.
- Conduct in-country data collection across Johannesburg, Kigali, and Dire Dawa, coordinating with local IISD staff.
- Analyze primary and secondary evidence to develop a draft final evaluation report.
- Develop a two-pager with high-level results for the CBD COP, due before the conference begins on October 19.
- Submit a final evaluation report with revisions applied based on feedback.
- Submit a final shortened evaluation report.
