About The Position

CONFIRE, JPA is recruiting for an EMS and Transport Director who will provide executive leadership and system-level oversight of CONFIRE’s EMS and Transport Division. This position is responsible for managing the County’s ground ambulance services contract, ensuring subcontracted ambulance providers meet all operational, clinical, and contractual standards, and coordinating system-wide EMS activities across partner agencies. The EMS and Transport Director oversees system performance, contract compliance, operational integration, stakeholder coordination, and quality improvement initiatives supporting regional patient care and ambulance transport operations. The role requires advanced expertise in EMS system management, operational coordination, performance oversight, and interagency collaboration. The primary work location for this position is CONFIRE’s Rialto Office; however, you may occasionally be required to work at the communications centers in Hesperia or San Bernardino. CONFIRE, JPA is a Joint Powers Authority (JPA) located in San Bernardino County, California, established to provide regional public safety communications, dispatch, computer information systems (IS), geographic information systems (GIS), and emergency medical services in support of its member and partner agencies. The CONFIRE Communications Center’s primary function is to provide 24-hour-a-day, 365-day-a-year fire, EMS, rescue, and other public safety dispatch services to agencies throughout the region. Beyond its direct dispatch responsibilities, the Communications Center also serves as the San Bernardino County (XBO) Operational Area dispatch center, coordinating fire, local government, law enforcement, and emergency medical resources during large-scale incidents. CONFIRE is also preparing to launch a countywide ambulance transport system that will further integrate emergency communications and EMS operations while enhancing regional service delivery.

Requirements

  • Bachelor’s degree from an accredited college or university in public administration, EMS administration, healthcare administration, business administration, emergency management, or a closely related field.
  • Five (5) years of progressively responsible management, supervisory, or administrative experience involving EMS operations, ambulance transport systems, healthcare operations, emergency communications, fire service administration, public safety operations, or a closely related field.
  • Qualifying experience should include responsibility for one or more of the following: operational coordination, system implementation, contract administration or compliance oversight, stakeholder coordination, program management, organizational leadership, or supervision of personnel or operational programs.
  • Experience in a fire department leadership, EMS administration, ambulance operations, public safety administration, or regional system coordination environment is highly desirable.
  • Valid California driver license and proof of automobile liability insurance must be presented at the time of hire and maintained throughout employment.

Responsibilities

  • Plan, organize, direct, and evaluate the operations and activities of the EMS and Transport Division.
  • Serve as CONFIRE JPA’s primary representative for the County ground ambulance services contract and related EMS transport system operations.
  • Provide executive oversight and coordination of the subcontracted ambulance transport providers to ensure compliance with contractual obligations, operational expectations, response performance standards, and system objectives.
  • Serve as the primary operational liaison between CONFIRE JPA and the subcontracted EMS Director and executive leadership of the ambulance transport provider.
  • Monitor system performance metrics, operational trends, deployment effectiveness, unit hour utilization, and service delivery outcomes.
  • Provide executive oversight and coordination efforts between dispatch operations, fire agency provided ambulances, ambulance personnel, hospitals, and EMS stakeholders to support efficient patient care and transport operations.
  • Assist in development and implementation of operational policies, deployment strategies, system improvement initiatives, and EMS transport standards.
  • Lead operational coordination efforts related to ambulance transport system startup, transition activities, service expansion, and ongoing system optimization.
  • Oversee contract compliance monitoring activities involving County agreements, ambulance service contracts, and related EMS operational agreements.
  • Direct compliance review activities related to contractual response time standards, staffing requirements, reporting obligations, billing compliance coordination, and operational deliverables.
  • Supervise Compliance Analysts responsible for monitoring operational performance, compliance documentation, and contract adherence.
  • Coordinate corrective action processes, performance improvement initiatives, and compliance reporting activities related to EMS transport operations.
  • Prepare and present compliance reports, operational analyses, and system performance updates to executive leadership, County stakeholders, and governing bodies.
  • Serve as CONFIRE JPA’s primary coordination point with hospitals, EMS agencies, payers, County representatives, member agencies, and regulatory stakeholders regarding EMS transport operations and system performance.
  • Collaborate with hospitals and healthcare partners regarding patient flow, ambulance offload issues, alternate destination initiatives, Emergency Nurse Communication System (ECNS) coordination, and EMS system efficiency efforts.
  • Participate in regional EMS committees, operational workgroups, healthcare coordination meetings, and interagency planning initiatives.
  • Coordinate with County agencies, regulators, and EMS authorities regarding compliance matters, operational changes, reporting requirements, and system performance expectations.
  • Oversee coordination of EMS training and workforce development activities to ensure alignment between public-based ambulance personnel, subcontracted EMS staff, operational expectations, and system protocols.
  • Supervise the EMS Training Manager responsible for EMS training coordination, operational readiness, continuing education support, and workforce development initiatives.
  • Coordinate with the Medical Director regarding clinical standards, quality improvement initiatives, protocol implementation, and system-wide EMS performance issues.
  • Support EMS quality assurance and performance improvement initiatives involving clinical outcomes, operational effectiveness, customer service, and workforce professionalism.
  • Develop division goals, objectives, policies, procedures, and performance standards aligned with CONFIRE JPA strategic priorities.
  • Assist with budget development, financial planning, forecasting, and resource allocation for EMS and Transport Division operations.
  • Promote a culture of professionalism, accountability, customer service, collaboration, and continuous improvement across EMS transport operations and system partners.
  • Ensure compliance with applicable federal, state, and local laws, regulations, contractual obligations, and EMS standards.
  • Provide vacation or temporary relief as required.
  • Perform other related duties as assigned.
