About The Position

Under the direction and guidance of the State Emergency Medical Services (EMS) Director, performs complex consultative services and technical assistance with EMS / Trauma System policies, rules and laws. Provides technical assistance to program staff, licenses, certificates, governmental agencies, community organizations and the public; monitors and responds including the EMSInfo mailbox. Work involves research projects, draft rules, tracking legislative bills and tasks assigned by the State EMS Director. Assist in the design and production of a quarterly electronic newsletter related to EMS / Trauma System using software such as InDesign, Word, Photoshop and Illustrator, and graphics to support the electronic newsletter articles, while maintaining compliance with the DSHS communication style guide. Serve as backup for web updates for programs within the Consumer Protection Division. Assists in coordinating and supporting meetings of various advisory councils, public hearings, and staff trainings. Coordinates the annual DSHS award program with the Texas EMS Conference. Assist as support staff for developing policies and procedures as they correlate with the mission of the program, including Out-of-Hospital Do-Not-Resuscitate, and the Governors EMS and Trauma Advisory Council (GETAC).

Requirements

• Knowledge of office practices and administrative procedures.
• Knowledge of Texas and agency administrative rules, regulations, laws, policies and procedures and the ability to interpret, apply and comply with them.
• Knowledge in the use of current computer systems and programs, including word processing, database, internet, teams, and email.
• Skilled in planning and completing assignments,
• Ability to interpret public health laws and regulations
• Ability to perform detailed tasks with a high degree of accuracy.
• Ability to communicate effectively both orally and in writing.
• Ability to maintain strict confidentiality of information as needed or required.
• Hold or able to obtain a valid Texas driver’s license within 60 days of the first day of employment.
• Employee must meet and maintain an acceptable driving record that meets the standards developed by the Texas Department of Public Safety (DPS) and DSHS policies to operate vehicles.
• Graduate from high school or GED plus 2 years of college.
• Experience in EMS operations or experience in drafting amendments to the Texas Administration Codes can replace college requirement year-for-year basis.

Responsibilities

• Assists the State EMS Director preparing justifications for and assists in implementing procedural and policy changes.
• Plans, analyzes and prioritizes workload to make sure that priority projects are completed.
• Works with minimal supervision to plan and organize complex projects and activities.
• Research the Texas Administrative Code, EMS Rules to evaluate, analyze, and draft existing and new rule language regarding EMS Rules and processes.
• Develops, updates and coordinates information for publication to the web to include maintaining the website.
• Designs internet and intranet pages for efficiency and effectiveness.
• Participate in the design of the quarterly electronic newsletter using InDesign, Word, Photoshop and Illustrator.
• Includes searching for graphics to support articles, editing written materials and researching.
• Sends notices via GovDelivery to stakeholders as requested.
• Monitor EMSInfo email box and answer or forward to appropriate section.
• Develop goals and objectives for programs and develop guidelines, procedures and policies based on statewide laws, rules and policies.
• Prepare reports of findings based on current research projects and make recommendations to the State EMS Director.
• Works closely with the State EMS Director in developing, implementing and evaluating policies and procedures for implementation of activities to assure consistency and compliance with all applicable federal, state laws, rules and policies.
• Represents the department at meetings, which includes speaking to community groups, EMS providers, staff and local governmental entities.
• Assist the State EMS Director and group managers with EMS issues and opportunities to improve the statewide EMS system.
• Participates in preparation for Governors EMS Trauma Advisory Council (GETAC) to include agendas, public notices and attending committee and council meeting.
• Assist with questions concerning the Out-of-Hospital Do-Not-Resuscitate program.
• Other duties as assigned - Disaster response and continuity of operation activities, include but are not limited to, actively participating or serving in a supporting role to meet the agency’s obligations for disaster response or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
