About The Position

The Employment Counselor advises customers on matters such as job search methods and the job interview process. They review and analyze customer information through records, tests, and interviews, and conduct counseling interviews. The role involves describing, explaining, or answering inquiries concerning eligibility, procedures, and benefits related to agency programs. Additionally, the counselor maintains liaison with public and private organizations, compiles occupational, educational, and other relevant information, and performs related duties as required. The fundamental purpose of this role is to assist customers in determining and achieving their individual vocational, educational, and/or training goals.

Requirements

  • At least two years of full-time, or equivalent part-time, professional experience in employment counseling, vocational counseling, guidance, placement counseling, rehabilitation counseling, or educational counseling.
  • OR any equivalent combination of the required experience and the substitutions below.
  • A Bachelor's or higher degree with a major in counseling or guidance may be substituted for the required experience.
  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Responsibilities

  • Conduct RESEA reviews, including intensive one-on-one career plan and job search reviews.
  • Advise customers on job search methods, interview processes, and dealing with social problems to motivate them and recommend courses of action for employment and/or training.
  • Review and analyze customer information (records, tests, interviews) to assess interests, aptitudes, abilities, and personal characteristics.
  • Determine eligibility for agency programs and services and identify appropriate vocational, educational, and/or training goals based on customer needs and available services.
  • Conduct comprehensive customer assessments, utilizing labor market information and resume reviews to determine marketability and develop a career action plan.
  • Collaborate with customers to identify training needs and participate in team decisions regarding customer suitability for WIOA and TRADE funded training programs.
  • Oversee a complex caseload, maintaining ongoing customer contact (minimum 30 days) to monitor job search and/or training progress until employment is secured.
  • Conduct workshops and seminars on topics such as career centers, resume writing, and interviewing.
  • Maintain and document all services and notes in the Massachusetts One Stop Employment System database for monitoring, review, and compliance.
  • Assist in certifying customer eligibility for WIOA, TRADE, National Emergency Grants, and specialty funded services, verifying documents and records for compliance with DOL regulations and agency policies.
  • Conduct counseling interviews to guide customers, suggest approaches, and assist them in achieving occupational, educational, or vocational goals.
  • Describe, explain, and answer inquiries about eligibility, procedures, and benefits of agency programs and services.
  • Maintain liaison with public and private organizations to promote agency programs, exchange information, and develop resources for customer services.
  • Compile occupational, educational, and other pertinent information to aid customers in determining vocational and educational interests and goals.
