About The Position

Responsible for the leadership and oversight of the day-to-day operations of the Oklahoma Unemployment Insurance (UI) Employer Contribution (Tax) Department’s functions and staff. Leading the strategic planning for the Employer Contribution Department to ensure that staff priorities align with the OESC and UI goals and missions. Ensuring the effective management of the technical program and operation of OESC’s UI Employer Contribution Department. This position reports directly to the Vice President of the Workforce Services Division. This critical leadership role is responsible for ensuring employer compliance with Oklahoma’s Unemployment Insurance (UI) laws. The Tax Manager will oversee efforts to detect and determine employer liability, assign employer tax rates, receive quarterly wage and contribution reporting and manage employer accounts, ensure accurate and timely collection of quarterly tax and wage reports, and lead strategic initiatives that support the integrity and sustainability of the UI system.

Requirements

  • Knowledge of the operation of the Unemployment Insurance program, both benefits and tax, and must develop a working knowledge of current Federal and State UI tax operations including status, determinations, experience rating and UI Trust Fund Management.
  • Skill and Competencies include managing performance and outcomes and translating policy into program requirements.
  • Ability to manage multiple teams working together to achieve agency goals, prioritize workload and make decisions to pivot when business needs require it, and interpret federal policy guidance encompassing technical rules, policies and procedures.
  • Education and Experience required at this level consists of a master’s degree and three years of professional experience, OR a bachelor’s degree and four years of professional experience; OR an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education.
  • Professional experience is not limited to the Unemployment Insurance Program.
  • Computer Skills – Employee must be capable of proficiently using the OESC’s standard software (Microsoft Office - Word, Outlook, Excel, Access, and Teams), and the Internet, as well as proficiency to learn other software as needed.
  • Employee must be capable of lifting, carrying, and moving objects of up to 25 pounds.
  • Employee must be willing and able to perform all job-related travel.

Responsibilities

  • Evaluate and analyze current UI tax operations systems and data, using performance metrics to identify inefficiencies and opportunities for improvement.
  • Implement continuous improvement initiatives to enhance processing efficiency, accuracy, and compliance across multiple workstreams, in alignment with agency performance goals.
  • Develop and deliver strategic initiatives within assigned program areas to achieve measurable objectives, ensuring all commitments align with organizational policies and performance targets. This includes leading cross-functional projects, participating in modernization projects as the business owner, setting priorities, and reporting progress to senior management.
  • Responsible for leading a team of supervisors with measurable outcomes and performance criteria for individuals and their direct reports.
  • Overseeing the day-to-day operations of the department.
  • On-site attendance is an essential function of the position, as the role requires direct interaction with staff, clients, and on-site office resources.
