About The Position

The City is seeking an experienced and highly skilled Employee Relations Manager to join our Human Resources team. This role plays a critical part in maintaining a positive organizational culture by ensuring employee concerns are handled with professionalism, neutrality, and integrity. The Employee Relations Manager leads impartial investigations into allegations of discrimination, harassment, retaliation, and policy violations, helping uphold the City's commitment to fairness and equal employment practices. This position also plays a key role in reviewing performance concerns, supporting the disciplinary process, and making policy-aligned recommendations that promote consistency across departments. You'll work closely with HR leadership to determine appropriate handling of complaints, conduct interviews, evaluate evidence, prepare investigation reports, and advise on next steps. This role requires keen attention to detail, strong analytical thinking, and the ability to navigate sensitive situations with discretion.

Requirements

  • Bachelor's degree in Human Resources, Industrial/Organizational Psychology, Public Administration, or a related field.
  • Three to five years of progressively responsible experience in employee relations, including investigations and compliance matters.
  • Two to three additional years of HR experience.
  • Ability to obtain working knowledge of the Missouri Law Enforcement Officers' Bill of Rights.
  • Strong judgment, organization, communication skills, and attention to detail.
  • Ability to maintain confidentiality and manage sensitive matters professionally.
  • Valid Missouri driver's license or ability to obtain one.

Responsibilities

  • Conduct prompt, thorough, and unbiased investigations into workplace concerns.
  • Partner with HR leadership to determine complaint routing and resolution.
  • Interview employees and witnesses, gather evidence, and prepare well‑documented summary reports.
  • Assess conduct in accordance with federal and state laws, including Title VII, ADA, and FMLA, ensuring full legal compliance.
  • Support consistent employee discipline practices by reviewing documentation and recommending fair, policy‑aligned actions.
  • Monitor and recommend updates to City policies and the Police Department Policy Manual.
  • Analyze trends from surveys, focus groups, and exit interviews to help strengthen workplace culture.
  • Maintain accurate records and uphold high standards of confidentiality and neutrality.
  • Assist with terminations, exit interviews, and special HR projects.
