About The Position

The Emergency Training & Exercise Coordinator supports the Dallas Love Field Aviation Emergency Management Division by leading and advancing a comprehensive, all-hazards Aviation Emergency Management Training and Exercise Program. Under the direct supervision/leadership of the Sr. Manager - Airport Operations (Emergency Management/Airport Communications Center), this position serves as the primary coordinator for aviation-specific emergency training, exercises, and preparedness testing activities that sustain regulatory compliance, operational readiness, and organizational resilience across DAL and the Department of Aviation.

Requirements

  • Bachelor's Degree in Emergency/Disaster/Crisis Management, Homeland Security, Aviation Management, or an Aviation/Security-related field
  • Four (4) years of experience in Emergency/Disaster Management, Aviation, Aviation-related field(s), and/or Training or Curriculum Development
  • High school diploma or GED plus eight (8) years of the required experience
  • Associate degree in any field plus six (6) years of the required experience
  • Bachelor's degree or higher in a non-specified field plus six (6) years of the required experience
  • Valid driver's license with good driving record
  • Must possess certificates of completion from the Department of Homeland Security (DHS) /FEMA for the following NIMS/ICS courses: IS -100, IS -120, IS -130, IS-200, IS -230, IS -236, IS -700, and IS -800, IS -2200
  • ICS -300 and ICS -400
  • Strong working knowledge of FAA, TSA, FEMA, NIMS/ICS, Planning, and HSEEP.
  • Understanding of airport operational complexity, regulatory environments, and stakeholder coordination.
  • Strong analytical, writing, and briefing skills for executive and policy-level audiences.
  • Proven abilities to lead teams during high-stress, high-visibility incidents.

  • E/L-449 (Exercise Design Course) or equivalent
  • Aviation Emergency Management Experience strongly preferred
  • AAAE ACE Ops or Certified Member (CM) Preferred

  • National Disaster & Emergency Management University’s NEMBA or NEMAA
  • L 146 (Homeland Security Exercise and Evaluation Program – HSEEP) (must be obtained within 12-months of employment)
  • Must be eligible to apply and be reasonably considered for National Standard Exercise Curriculum Programs

Responsibilities

  • Develops, maintains, and implements the Aviation Emergency Management Training Program in alignment with regulatory requirements, operational risk, and airport stakeholder needs.
  • Designs, develops, delivers, and evaluates aviation-specific emergency management, preparedness, response, and AEOC position-specific training for internal and external stakeholders.
  • Coordinates, schedules, and tracks required and elective emergency management training across the Dallas Airport System to ensure readiness, compliance, and sustainment.
  • Maintains accurate training records, completion tracking, and documentation to support audits, regulatory reviews, and program performance assessment.
  • Plans, coordinates, and executes all-hazards aviation exercises to validate plans, procedures, training outcomes, and operational capabilities.
  • Designs and conducts exercises in alignment with FEMA’s Homeland Security Exercise and Evaluation Program (HSEEP) methodology, as appropriate to exercise scope and objectives.
  • Facilitates exercise briefings, hotwashes, and participant feedback sessions, and supports the development of After-Action Reports (AARs), Improvement Plans (IPs), and Corrective Action tracking.
  • Develops, maintains, and executes the Aviation Emergency Management Multi-Year Integrated Preparedness Plan (MYIPP), integrating training and exercise priorities, capability gaps, and improvement actions.
  • Ensures training and exercise activities are risk-informed, capability-based, and aligned with identified hazards, threats, and operational needs.
  • Tracks corrective actions and improvement initiatives to support continuous improvement and increased organizational preparedness.
  • Ensures training and exercise programs align with applicable Federal, State, and local regulations, standards, and guidance, including FAA, DHS/FEMA, and State of Texas requirements.
  • Supports audits, inspections, and regulatory reviews by maintaining compliant documentation, training records, and exercise artifacts.
  • Coordinates required NIMS/ICS training and certification maintenance for applicable airport personnel and stakeholders.
  • Coordinates and collaborates with internal airport divisions, airlines, tenants, mutual aid partners, and Federal, State, and local agencies to plan and deliver integrated training and exercise activities.
  • Facilitates cross-functional and multi-agency engagement to promote consistent emergency management practices and shared operational understanding.
  • Represents Aviation Emergency Management in training, exercise, and preparedness forums, meetings, and regional working groups.
  • Assists with the development, maintenance, and testing of airport emergency plans, continuity plans, and other preparedness documents as assigned.
  • Serves in an assigned Command or General Staff role within the Airport Emergency Operations Center (AEOC) during activations.
  • Performs other related duties and projects as assigned.
