About The Position

The Town of Fort Myers Beach is seeking an energetic, mission-focused Emergency Services Manager. Under the direction of the Emergency Services Director, this leadership role is responsible for overseeing and coordinating the Town's Code Compliance Division, Emergency Services Ranger Division, and municipal parking operations, leading a high-performing team dedicated to the safety, cleanliness, security, and quality of life of our residents, businesses, and visitors. Requirements

  • Bachelor's degree in Public Administration, Emergency Management, Criminal Justice, Planning, Business Administration, or a closely related field required.
  • Minimum of five (5) years of progressively responsible experience in municipal code compliance, public safety, emergency services, law enforcement support, or a closely related field, including at least three (3) years of direct supervisory or management experience required.
  • Experience supervising public-facing field personnel, enforcement operations, or municipal service programs required.
  • Four main professional levels of Florida Association of Code Enforcement (FACE) certification required, or ability to obtain within a timeframe established by the Town.
  • FEMA/NIMS IS-100, IS-200, IS-700, and IS-800 required within three (3) months of employment; ICS-300 and ICS-400 preferred or required within a timeframe established by the Town.
  • Must possess a valid Florida Driver License with an acceptable driving record.
  • Relevant work experience may substitute on a year-for-year basis for required education.

Nice To Haves

  • Code Enforcement Professional (CEP) certification preferred, or ability to obtain within a time frame established by the Town.
  • ICS-300 and ICS-400 preferred or required within a timeframe established by the Town.
  • Experience with Special Magistrate proceedings, FEMA/NFIP or post-disaster compliance, parking enforcement, and beach or neighborhood patrol operations preferred.

Responsibilities

  • Provides daily management, supervision, and operational direction for the Code Compliance Division and Emergency Services Ranger Division, ensuring activities align with Town ordinances, departmental policy, and applicable law.
  • Oversees and coordinates the daily operations of the Code Compliance Division and Emergency Services Ranger Division to ensure work is properly prioritized, resources are effectively utilized, operational issues are promptly addressed, and services are delivered efficiently and consistently.
  • Supervises, trains, schedules, evaluates, and develops Code Compliance and Beach Ranger personnel; coordinates with Human Resources and the Emergency Services Director on employee relations and performance-management matters.
  • Monitors workload, staffing, service requests, patrol coverage, and case status; assigns and prioritizes work to ensure timely response to complaints, inspections, patrols, and special events.
  • Reviews citations, notices, case files, incident reports, and hearing packets for accuracy, completeness, and adherence to procedure prior to issuance or presentation.
  • Resolves escalated, complex, or sensitive enforcement and public-safety concerns; conducts or directs investigations and determines appropriate follow-up.
  • Coordinates Code Compliance cases and Special Magistrate hearing preparation with the Town Attorney's Office, supporting legally sufficient documentation, testimony, and case presentation.
  • Oversees field enforcement and public education activities involving municipal codes, property maintenance, public nuisances, parking, and beach or neighborhood conditions.
  • Coordinates the Emergency Services Beach Ranger Division, including proactive patrols, traffic and parking enforcement, facility security checks, incident reporting, and liaison with law enforcement and EMS.
  • Oversee Rangers and Code Compliance personnel ensuring they use sound judgment, apply de-escalation practices, and promptly report safety hazards, suspicious activity, and emergency conditions through the chain of command.
  • Assists the Emergency Services Director in developing, implementing, and updating departmental policies, procedures, and training plans to improve consistency, compliance, and operational efficiency.
  • Supports FEMA, NFIP, CRS, and post-disaster compliance activities, including field documentation and coordination with the Floodplain Administrator, Building Services, and other departments.
  • Maintains and analyzes operational data and case-management records; prepares reports and recommendations for the Emergency Services Director and other Town stakeholders.
  • Assists with development and administration of assigned program budgets, including equipment, vehicle, and resource planning.
  • Coordinates departmental operations supporting emergency preparedness, evacuation, response, and post-disaster recovery; may serve in an Emergency Operations Center or field-command role as assigned.
  • Builds and maintains collaborative and effective working relationships with Town departments, the Lee County Sheriff's Office, Fire/Rescue, emergency management partners, and the public.
  • Attends assigned meetings, training, Town events, and hearings.
  • Performs emergency response tasks and assignments as directed.
  • Performs other duties as assigned.
