About The Position

The Emergency Plans Advisor is a pivotal role within the organization, dedicated to supporting emergency preparedness and response initiatives. This position is integral to ensuring that all emergency planning processes are executed efficiently and aligned with organizational standards. Position holder must be an SME in applicable response plan regulatory requirements for DOT-PHMSA, EPA, USCG, BSEE, and all state requirements within operational geography.

Requirements

  • Must have legal authorization to work in the US on a full-time basis
  • Possess a bachelor’s or associate degree, or alternatively, have 5 or more years of experience in petrochemical, refining, pipelines, terminals, or offshore installations.
  • Experience in community affairs or emergency management is also highly desirable
  • Expertise in related response plan requirements for DOT-PHMSA, USCG, BSEE, EPA, as well as all 16 US states of operation
  • National Incident Management System certification to NIMS 400, and CA SMT specific training for Operations Section Chief, Planning Section Chief, Finance Section Chief, and Logistics Section Chief
  • Demonstrate the ability to effectively interact with a broad range of internal and external customer and stakeholders
  • Ability to skillfully engage with federal and state government officials, related to exercise planning/development and response plans
  • Exhibit strong organizational skills, effective time management, and excellent written and verbal communication abilities
  • Show competency in using Microsoft Office Suite and SharePoint for daily tasks and collaboration
  • Be self-motivated and able to independently manage processes and responsibilities

Responsibilities

  • Oversees the execution of both internal and external Emergency Preparedness and Response activities.
  • Coordinates and implements the Emergency Response (ER) Plans Assurance Process.
  • Ensures adherence to the USM Emergency Response Management System.
  • Develops and refines programs to strengthen emergency response capabilities.
  • Works collaboratively with other ER staff located throughout the United States to support sustainable efforts.
  • Interfaces regularly with Shell Emergency Management.
  • Manages ER-related Key Performance Indicators (KPIs).
  • Serves as the subject matter expert (SME) for emergency plans across U.S. operational assets.
  • Ensures assurance and maintains the currency of requisite response plans.
  • Performs physical document updates.
  • Provides regulatory updates to state and federal agencies.
  • Maintains all documentation (physical and online), associated support programs, and response plans consistent with the Plans Assurance Process.
  • Maintains individual competency consistent with the Training and Competency Program.
  • Engages with agencies such as USCG, BOEM, US EPA, US DOT – PHMSA, and regulatory bodies in states including California, Washington, Oregon, Texas, Illinois, Louisiana, Mississippi, Alabama, Tennessee, New Jersey, New York, Rhode Island, Connecticut, Pennsylvania, West Virginia, and Ohio to ensure plans remain compliant and up to date.
  • Provides support during Tier 1 and 2 incidents within the framework of the Incident Command System (ICS), focusing on response safety, operations, costs, communications, and staffing.
  • Provides support for and documentation of related drills and exercises, as described in the Drill and Exercise Program.
  • Supports assurance programs and processes such as Front-Line Barrier Management (FLBM) for emergency response and ER Line of Defense 1 (LOD1).
  • Participates in Shell Emergency Management Emergency Response (Tier 3/SART) exercises, taking on roles such as Operations, Planning, or Liaison lead.
  • Ensures competency assurance for assigned roles.
  • Supports the PipelinER Response Team and Strike Teams nationwide.
  • Participates as an active member of area Local Emergency Planning Committees, State Emergency Management Associations, mutual aid organizations, or similar external stakeholder groups.
  • Acts as primary interface with Shell and local or state response authorities, including state regulators, PHMSA, and USCG.
  • Represents Shell in responses and exercises, collaborating with key external stakeholders and agency officials as appropriate.
  • Represents Shell in advocacy organizations when requested.
  • Plans and executes emergency response assessments according to Shell DEP and Shell Performance Framework requirements.
  • Acts as primary contact for emergencies with local, state, and federal agencies for incident notification, exercise planning, and response actions.
  • Serves as the main geographic contact for response contractors involved in fire or oil spill response, coordinating activities and acting as Contract Holder or Owner for related contracts.
  • Coordinates regional or geographically specific requirements for emergency preparedness.
  • Participates in external (LOD3) assessments, inspections, and audits for emergency response, as well as conducts LOD2/ERM and LOD1 assessments, ensuring proper documentation.
  • Encourages and supports initiative management to improve field delivery.
  • Supports IMT activations for the Emergency and Crisis Manager across the U.S.
