About The Position

The Emergency Planning Coordinator is responsible for overseeing and coordinating the Emergency Management Program and the development, review and revision of the WMFN Emergency Preparedness Plan. They will serve as the liaison between Chief and Council, Administration and the WMFN Members. It is the responsibility of the Emergency Planning Coordinator to ensure that adequate attention is given to all aspects of the Emergency Management Program, and that they present a positive and professional image of the executive office to all visitors, suppliers, inquiries, and other interactions. They will ensure the member’s calmness and confidence of WMFN’s ability to manage any incident or emergency response and recovery through diligent emergency preparedness planning, training and practices.

Requirements

Certificate in Emergency Management, or an acceptable combination of education and progressively responsible experience
3 years of direct work experience in an executive capacity, preferably with a First Nations’ organization providing similar services
Relevant education, certification, and experience in Emergency Management, Emergency Operation Centres and positions, Emergency Support Services, or an acceptable combination of training and experience in incident command, emergency preparedness, response, and/or recovery
Experience in building, developing, and maintaining successful relationships with government, public/private organizations and partnerships
Knowledge of local government operations, geography, climate, history, and community services
Experience with Microsoft Office Suite
Understanding of First Nations Community genealogy, traditions, culture and history
Clear Criminal Record Check

Responsibilities

Assist the Emergency Management Manager in the development of budgets, workplans, and schedules.
Promote, educate, and involve WMFN Community in emergency preparedness, response, and recovery activities.
Pursue opportunities to enhance WMFN Emergency Management capacity building, including collaboration with neighbouring communities and organizations via Relationship Agreements, Mutual Aid Agreements, and Municipal Type Service Agreements.
Assist the Emergency Management Manager in the implementation of contracts on behalf of the Emergency Management Program, such as specialists to provide training, exercises, or planning, and vendors providing goods and services for emergency operations (Vendor Management).
Coordinate annual assessment of local risks (HRVA), development of emergency response strategies, evaluation of mitigation projects, preparing evacuation plans, and other responsibilities.
Coordinate implementation of strategies selected by the Emergency Management Manager and approved by Council, e.g., hold public awareness sessions, organize training, and establishing EOC and/or Reception Centre facilities.
Provide a single point of contact for the Nation and Province for overall Emergency Plan implementation during incidents.
Maintain and enhance Emergency Management Program capacity and update specific plans and associated documents as needed.
Identify emergency resources and funding, and coordinate the purchase and tracking of all equipment, materials and supplies on behalf of the program as needed for emergency response by the EOC and ESS teams (not for actual response activities as this is coordinated through the EOC Logistics Section).
Identify and plan training and exercise activities to enhance emergency preparedness, response, and recovery, for all members of the EOC and ESS Teams, and their alternates, and the Leadership Policy Group’s Emergency Management Workshop.
Coordinate and facilitate EOC and ESS training programs and exercises.
Liaise with regional and provincial government authorities, businesses, and industry in the area on concerns of mutual interest.
Initiate, maintain, and support volunteer programs.
Organize and participate in activities to debrief and evaluate responses and ensure that all learnings are shared, and recommendations are include in annual review and revisions of the Emergency Plan and/or specific incident response and recovery plans.
Identify and implement methods to improve existing Emergency Management Program and Plans, including alignment with WMFN’s other plans and strategies, including, but not limited to, On-Reserve Community FireSmart Plan, Community Wildfire Resiliency Plan (CWRP), and Source Water Protection Plan (SWPP).
Collaborate in the research, and funding application process for Emergency Management Program projects (ISC, FNESS, UBCM, public/private partnerships, etc.), such as Evacuation Route Planning, Flood Mitigation Planning, Extreme Heat/Cold Weather Planning, Landslide Study and Mapping Project, etc.
Perform related work as assigned.
