About The Position

The Emergency Medical Services Manager is responsible for managing the Zoo’s Emergency Medical Technician (EMT) program and on-site medical operations to ensure timely, effective, and professional care for guests, staff, and contractors. This role serves as the designated FRO Responsible Party, ensuring compliance with all applicable Texas DSHS EMS/FRO requirements, organizational standards, and patient confidentiality practices. The position leads all aspects of first aid station operations, including staffing, training, equipment readiness, and clinical quality, while coordinating closely with the medical director and internal departments. The goal is to maintain a high-performing, compliant, and responsive medical program that supports operational excellence, mitigates risk, and enhances the overall safety of the Zoo environment. Requirements

  • Texas Licensed Paramedic with 7–10 years EMS experience, including leadership and program management
  • Ability to serve as FRO Responsible Party and maintain DSHS compliance
  • Certified First Aid/CPR/AED Instructor with training delivery experience
  • Experience in EMS operations, including staffing, scheduling, and workforce oversight
  • Proven leadership in high-tempo, customer-facing environments
  • Working knowledge of Medical Director protocols and clinical scope compliance
  • Experience managing First Aid or similar medical operations
  • Knowledge of patient privacy, confidentiality, and data protection practices
  • Experience developing and managing EMT training programs
  • Knowledge of medical equipment and supply management
  • Experience with QA/QI processes and performance improvement
  • Ability to manage vendors and service contracts
  • Strong incident management and decision-making under pressure
  • Ability to coordinate across Security, HR, Facilities, and Operations

Responsibilities

  • Provide overall leadership, management, and oversight of the Emergency Medical Technician (EMT) program, ensuring effective delivery of on-site medical response services for guests, staff, and contractors
  • Serve as the designated FRO Responsible Party, maintaining full compliance with Texas DSHS EMS/FRO licensing requirements, including regulatory filings, inspections, and liaison with state authorities
  • Ensure compliance with all applicable patient privacy laws, including proper handling, storage, access control, and release of patient care information
  • Oversee daily operations of First Aid Station, ensuring readiness, cleanliness, equipment functionality, and compliance with all applicable standards
  • Manage medical equipment and supply lifecycles, including procurement, inventory control, inspections, maintenance, and restocking to ensure continuous operational readiness
  • Develop and maintain EMT staffing plans, including scheduling, timekeeping, payroll coordination, and ensuring adequate coverage based on operational demand
  • Lead EMT workforce management, including hiring support, onboarding, performance oversight, discipline, and ensuring overall operational readiness and accountability
  • Develop, coordinate, and deliver First Aid/CPR/AED training programs for staff and designated stakeholders, ensuring certification requirements are met and maintained
  • Coordinate and oversee EMT training programs, including initial certifications, continuing education, skills validation, and compliance with all regulatory and organizational requirements
  • Maintain and enforce clinical protocols and standards in coordination with the Medical Director, ensuring care is delivered within scope and in accordance with approved guidelines
  • Oversee documentation and reporting, including patient care reports, incident documentation, and required regulatory submissions, ensuring accuracy, completeness, and timeliness
  • Manage quality assurance and continuous improvement (QA/QI) processes for medical operations, including case reviews, trend analysis, and corrective actions.
  • Serve as the primary point of contact for and manage contracted medical service providers and vendors, ensuring performance, compliance, and service delivery expectations are met
  • Coordinate with internal departments to support incident response, emergency preparedness, and operational integration
  • Support emergency response operations, including participation in major incidents, special events, and high-risk scenarios requiring medical coordination
  • Constantly exhibit an attitude of service inside and outside of the zoo, showing hospitality to all
