We also offer generous benefit package for full-time employees which include but are not limited to: A guaranteed monthly pension upon retirement, vested after 5 years of service 401K and 457B Retirement Plans Paid Vacation and Sick Time Paid Holidays Tuition Reimbursement Plan Competitive medical, dental, and vision plans effective day one What You'll Do: Performs administrative and technical work in the development, implementation, and coordination of the City’s Emergency Management Program; coordinates and acts liaison for the City’s disaster recovery efforts; oversees disaster training, disaster exercises and public awareness programs; does related work as required. Oversees Fire Safety Office and programs as assigned. Work is performed under the general supervision of the Fire Chief.

Requirements

  • Associate degree in Emergency Management, Fire Science/Protection or related field.
  • Ability to establish and maintain effective working relationships through written or oral communications.
  • Understanding of local, state, and federal regulations and OSHA requirements.
  • Certifications NC Emergency Manager or the ability to obtain within two (2) years of employment.
  • IAEM’s Associate Emergency Manager (AEM) or Certified Emergency Manager (CEM) or the ability to obtain within two (2) years of employment.
  • Valid North Carolina Driver’s License, appropriate class of license required for vehicles driven or must be obtained within one (1) year of employment.
  • Hearing/Speaking - Expressing and/or receiving information by means of spoken word are both necessary in a non-emergency or emergency situations when employee must talk with personnel, citizens or a victim and establish a calm environment. Important when instructing or conveying compliance information.
  • Visual Abilities – the ability to perceive via eyesight is required for this position: Acuity, far – clarity of vision at 20 feet or more. Both eyes 20/25 – R 20/30 – L 20/30 corrected. Acuity, near – clarity of vision at 20 inches or less. Both eyes 20/25 corrected. Must be able to see work-related business documents close at hand. Depth perception – Three-dimensional vision and the ability to judge distance and space relationships. Depth perception – 4. Field of Vision – the area that can be seen up and down or to the right or left while eyes are focused on one point. Must be able to see a wide span of area. Accommodation – Must be able to adjust the eye lens to bring an object into sharp focus. Color vision – ability to identify and distinguish colors.
  • Physical Strength – degree of physical demands typically associated with this position include: Medium to Heavy work Exerting up to 50 pounds of force occasionally; and/or Exerting up to 20 pounds of force frequently; and A negligible amount of force constantly to handle or move materials related to the position.
  • Reasoning Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems, and emergency situations; to deal with the public during natural disasters, extreme weather events, catastrophic city systems or infrastructure failures, investigations of fires, false alarms, explosions, hazardous material spills, fire code violations and complaints. Good judgment and a calming demeanor is essential.
  • Mathematics Ability Ability to count, add, subtract, multiply and divide so as to perform mathematical calculations to determine appropriate documentation during assignments.
  • Language Ability The ability to speak, read and write the English Language are required for this position.

Responsibilities

  • Plans, directs, and administers the Emergency Management program, the comprehensive Emergency Management Plan, and related plans and procedures.
  • Acts as liaison with surrounding municipalities; county, state, federal and other emergency management organizations.
  • Maintains and ensures operational readiness of the City Coordination Center.
  • Coordinate response efforts at major incidents remotely, respond to the scene, command post or City Coordination Center as appropriate.
  • Lead planning efforts for major events within the City and assist with coordinating public safety/response efforts at those events.
  • Plan and conduct disaster drills and full-scale exercises to evaluate plans and readiness levels.
  • Conduct training and public information presentations for employees and citizens.
  • Assist city departments with emergency plans, disaster plans and procedures.
  • Coordinate National Incident Management Systems compliance and provide and/or coordinate related training for city personnel.
  • Serve as focal point for WebEOC use and training within the City of High Point.
  • Provide assistance for facility hazardous chemical reporting and review chemical reports submitted through E-Plan.
  • Plan and coordinate Fire Department Safety Committee meetings as assigned.
  • Coordinate with City of High Point Safety Officer on compliance information, injuries, accidents and cause determination.
  • Ensure compliance with OSHA and NCDOL standards.
  • Coordinate and assist with the management of the Fire Department Respiratory Protection Program.
  • Keep up to date with Emergency Management issues and provide information to city leaders and departments as required.
  • Assist with relevant Emergency Management grants requests.
  • Responds to and assist command with major emergencies.
  • Maintains assigned equipment in a clean and operable condition.
  • Performs related work as required.
  • Ensures that all work is performed in accordance with OSHA, and City Safety Standards and Policies.
