Join our team and discover why we are a top veteran employer and Certified Great Place to Work™ Position Overview ASRC Federal Gulf States Constructors is seeking an experienced Emergency Management Manager (ESF-5) to support emergency management operations at Sheppard Air Force Base. This role operates within a Base Maintenance/Operations Support (BMC/BOS) contract environment and is responsible for planning, coordination, and execution of emergency preparedness and response activities.

Requirements

  • Bachelor’s degree required (Disaster/Emergency Management or related field preferred)
  • 8+ years of direct emergency management experience OR 12+ years of related field experience
  • Demonstrated experience developing emergency management plans for a military installation or large metropolitan area
  • Strong knowledge of Emergency Operations Center (EOC) operations
  • Experience performing in an ESF-5 (Planning & Information) role
  • Experience applying FEMA CPG 101 and 102 frameworks
  • Active Drivers License
  • This position requires US Citizenship in order to obtain and maintain any clearance required by the contract

Nice To Haves

  • Completion of Air Force Emergency Management (AFEM) courses, including: JCAQP3E931 00AB J9AQA3E931 00RB / 00RA JCABP3E931 01AA J6ANW3E951 00AA / J6ANW3E971 00AA (or equivalent training)
  • If not completed above, prior attendance of J3AIRTXXXX 0B3A (or equivalent) required
  • FEMA Independent Study courses related to planning and ESF-5

Responsibilities

  • Develop, implement, and maintain a comprehensive Emergency Management Plan (EMP) for the installation
  • Coordinate and support EOC activities, including situational awareness and reporting
  • Lead emergency preparedness, response, recovery, and mitigation efforts
  • Collaborate with installation leadership, first responders, government agencies, and community partners
  • Ensure compliance with applicable directives
  • Utilize FEMA Comprehensive Preparedness Guides (CPG) 101 and 102 to develop and refine plans
  • Provide briefings, updates, and recommendations to leadership during emergency situations
  • Coordinate logistics, communications, and resource allocation during incidents and exercises
