About The Position

Global Solutions Network (GSN), a federal government contracting firm, is offering a full-time, long-term position supporting GSN's customer at the National Institutes of Health (NIH). This role involves supporting the Emergency Management and Physical Security Branch (EMPSB) in developing and issuing emergency and Continuity of Operations (COOP) plans for all NIH facilities. The specialist will work closely with senior and executive institute leadership, act as a liaison in presentations, and serve as the lead system administrator for COOP software, the accountability scanner network, and the Geographic Inventory and Asset Tracking program (GAIT). The position requires independent research for COOP planning, evaluation of Hazard Vulnerability Analysis (HVA) and Threat and Hazard Identification and Risk Assessment (THIRA), and coordination with NIH Division of Emergency Management (DEM) and other partners to ensure comprehensive emergency preparedness and continuity plans.

Requirements

  • Bachelor's degree in Emergency Management or related field
  • Minimum of eight (8) years of related experience
  • Experience in development and delivery of comprehensive instructional programs
  • Experience and skill in developing and delivering high-level briefings.
  • Ability to adapt to and navigate politically-charged government environments.
  • Ability to identify and clearly communicate physical security requirements related to COOP planning
  • Ability to identify and analyze threat-related intelligence and incorporate into COOP plans
  • Experience forming teams to complete complex and sensitive tasks on short time frames.
  • Excellent analytical, organizational, interpersonal and time management skills
  • Experience in delivering presentations to executive level leadership
  • Strong communication skills, both oral and written
  • Experience with emergency preparedness and continuity planning

Responsibilities

  • Support projects for the Emergency Management and Physical Security Branch (EMPSB) to develop and issue emergency and Continuity of Operations (COOP) plans and related documents for all facilities located both on and off NIH main campus.
  • Work directly with senior and executive institute leadership to develop and implement continuity-related plans.
  • Act as liaison in presentations and meetings with a wide variety of audiences, including senior and executive institute leadership.
  • Act as lead system administrator for COOP software, the accountability scanner network, and the Geographic Inventory and Asset Tracking program (GAIT).
  • Independently research and reference pertinent data and information to be used as the empirical basis for the COOP planning efforts, specifically but not limited to the data and information needed to complete and publish a comprehensive Continuity Plan for all facilities, personnel, and functions based on an all hazards approach.
  • Work with EMPSB to evaluate and complete an objective and empirically based Hazard Vulnerability Analysis (HVA) and Threat and Hazard Identification and Risk Assessment (THIRA).
  • Ensure that all COOP planning efforts are conducted in close coordination with emergency planning efforts and that all COOP plans are synergistic with and complimentary to all emergency plans.
  • Coordinate emergency and COOP planning efforts with NIH Division of Emergency Management (DEM) and other staff, including federal leads and contract staff as appropriate.
  • Work with staff to create and support plans to prepare for, prevent, mitigate, respond to, and recover from all types of hazards and a full spectrum of threats; natural, man-made, technological and national security emergencies.
  • Develop program requirements for based on FEMA Federal Continuity Directives 1 2, the Continuity Evaluation Tool, and other relevant documents, regulations, and guidelines.
  • Collaborate with appropriate local, state, and federal partners and stakeholders to ensure that emergency and COOP plans are coordinated with existing continuity, response, and recovery plans from other agencies.
  • Ensure competency of COOP/Emergency Management Organization staff through an education and training program.
  • Develop drills and exercises to train and test the ability of staff to respond to and recover from an incident that triggers activation of the emergency or COOP plan.
  • Collaborate with executive institute leadership on strategic planning issues.
  • Collaborate with staff for the development and delivery of a comprehensive education and training program for emergency volunteers.
