About The Position

The Emergency Management Specialist assists with the development, review, and maintenance of emergency management plans, including the Emergency Operations Plan (EOP), Hazard Mitigation Plan, County Receiving and Distribution Point (RDP) Plan, and Points of Distribution (POD) Plan. The position supports coordination and logistics for field-level emergency operations and disaster response activities and responds to routine inquiries from partner agencies, stakeholders, and the public regarding emergency management programs and procedures. The Specialist assists in reviewing emergency plans from schools, healthcare facilities, and other organizations to ensure compliance and operational readiness. The position also supports the planning, execution, and evaluation of emergency management exercises, drills, and training activities. Responsibilities include receiving and monitoring communications from the North Carolina Division of Emergency Management regarding scheduled events, training opportunities, project requirements, and deadlines; preparing project schedules; tracking progress; and ensuring the timely completion of assigned emergency management initiatives. Additional responsibilities include maintaining and updating inventories of emergency response resources and equipment, tracking and documenting resource requests and deployments involving outside agencies and mutual aid partners, and collaborating with local, state, federal, nonprofit, and private-sector partners to support emergency management objectives. The Emergency Management Specialist performs other related duties as assigned. The Emergency Management Specialist works with a diverse range of local, state, federal, nonprofit, and private-sector personnel, as well as members of the public, to support emergency management operations, preparedness initiatives, response activities, and recovery efforts throughout the county. Purpose of the position: The purpose of this position is to be responsible for logistical support and maintaining incoming and outgoing emergency services supplies along with providing other administrative support to the Emergency Services department.

Requirements

  • High School diploma or equivalent and three (3) years of experience as a paramedic and knowledge of prehospital medical devices and inventory control; or an equivalent combination of education and experience.
  • Certification as an Emergency Medical Technician – Paramedic by the North Carolina Board of Medical Examiners.
  • Valid driver’s license is required.
  • Knowledge of operation of personal computers and accompanying technology including, but not limited to, monitors, desktop computers, printers, and other external devices.
  • Knowledge of disposal regulations and maintenance of related paperwork, including infectious diseases, biohazards, and blood-borne pathogens.
  • Knowledge of HIPPA regulations to maintain compliance.
  • Knowledge of CAP 5 EMS Machine (controlled access pharmaceutical dispenser) including accompanying software and customizations.
  • Knowledge of operations and maintenance of common prehospital equipment such as, but not limited to, cardiac monitors, IV pumps, automated compression devices, etc.
  • Ability to maintain courteous and tactful relationships with co-workers and the general public.

  • Collaborate with local, state, federal, nonprofit, and private-sector partners to support emergency management objectives.
  • Receive supply requests, generate software reports of essential needs from field staff and dispenser machine, prepare and issue purchase orders, coordinate delivery and provide follow-up and confirmation of receipt.
  • Distribute medical supplies and equipment to ambulance stations and dispenser machine.
  • Manage and maintain organization of supplies.
  • Monitor and rotate medication and supplies by usage or expiration dates at each station’s supply locker.
  • Organize all medical supplies, equipment, and medication.
  • Ensure quality control.
  • Ensure readiness of rapid response ambulances including cleaning, sanitizing, and preparing the ambulance patient compartment.
  • Maintain relationship with suppliers; notify and report shortages, including cost savings, and manufacture recalls.
  • May participate in public events.
