The Virginia Department of Health is seeking an Emergency Coordinator III to review and revise operating guidelines and procedures for drinking water emergency response. This role involves supervising an emergency planner, training staff on various aspects of emergency response including cybersecurity and physical security, and assisting management, FEMA/EPA, and other state agencies with disaster recovery related to Emergency Support Function 3 (ESF-3). The position provides technical assistance and guidance to waterworks for developing all-hazard emergency management plans and critical infrastructure protection plans. The coordinator ensures the Office of Drinking Water’s (ODW) continuity of operations plan is current and that ODW’s emergency response manual is maintained. They will also deliver training on ESF-3 duties to ODW and stakeholders, ensure attendance at the Virginia Emergency Operations Center functions for ODW, and complete after-action reviews. Collaboration with waterworks and ODW field offices to improve access to back-up generators, physical security, and cybersecurity is also a key responsibility. The role involves coordinating with US EPA, state agencies, and other stakeholders on emergency response and preparedness, ensuring adequate equipment is available for emergency conditions, and maintaining an inventory of ODW resources for emergency operations. Training for ODW staff on radio usage, phones, and other emergency operations is required. The position also involves submitting the ESF-3 staffing work plan, performing ESF 3 responsibilities, keeping the Director informed of staffing needs during emergencies, monitoring workload patterns for potential additional staffing needs, and giving presentations to stakeholders on ESF-3 responsibilities and emergency preparedness.
