About The Position

This is a highly responsible professional and supervisory position that assists with the successful implementation, operation, and support of the Judicial Branch’s electronic filing system, eFileMaine. The Electronic Filing Coordinator (EFC) will be responsible for the management of the submission review process in eFileMaine and supervision of the Electronic Filing Supervisors. The EFC participates in the design of the user support system for eFileMaine and coordinates the support process at all levels, both external and internal to the Judicial Branch. The EFC will also assist in assuring eFileMaine is compliant with, and supports implementation of, all governing statutes, court rules, and administrative orders.

Requirements

  • Associate’s degree required.
  • Three years of supervisory experience.
  • Experience with computer software programs, such as Microsoft Excel, Word, and other dedicated computer information programs, as demonstrated by training, education, or work experience.
  • Experience with public speaking and customer support.
  • Relevant experience that provides the knowledge, skills, and ability to perform the requirements of the position.
  • Considerable knowledge of case processing in trial courts preferred.
  • Experience with or ability to learn how to access and search within current case management system and other databases within the Judicial Branch.
  • Fluency with computerized word processing, spreadsheets, and database programs.
  • Ability to proficiently work with evolving or innovative technology, especially website operations and functionalities.
  • Strong writing, communication, and interpersonal skills, including demonstrated ability to communicate effectively, both orally and in writing.
  • Knowledge of the principles and practices of court administration.
  • Familiarity with electronic filing, either in Maine or in another jurisdiction.
  • Ability to collaborate with subject matter experts and develop recommendations for new practices and procedures.
  • Ability to manage and prioritize multiple high priority projects.
  • Ability to research and draft procedures and policies for judicial review.
  • Knowledge of functions and responsibilities of the Judicial Branch.
  • Ability to develop and maintain effective and cooperative relationships with judicial officers, court personnel, governmental officials, and the public.

Nice To Haves

  • Bachelor’s degree from an accredited four-year college in a related field preferred.
  • A combination of court experience, professional leadership, and progressive supervisory experience may be considered in lieu of the degree requirement on a case-by-case basis.
  • For internal candidates, completion, within the last two years, of MJB provided courses in: HR Procedures, Discipline, Performance Evaluations, Team Building, Interviewing.
  • Experience with electronic case management and e-filing configuration and support preferred.
  • Experience developing procedures and/or manuals in a legal or court setting preferred.

Responsibilities

  • Responsible for the management of the submission review process in eFileMaine and supervision of Electronic Filing Supervisors.
  • Participates in the design of the user support system for eFileMaine and coordinates the support process at all levels, both external and internal to the Judicial Branch.
  • Assists in assuring eFileMaine is compliant with, and supports implementation of, all governing statutes, court rules, and administrative orders.
  • Maintains familiarity with the upcoming features of the Judicial Branch’s eFile and Serve platform and re:SearchMaine and makes recommendations as to what features would benefit Maine eCourts.
  • Develops expertise in the public and nonpublic aspects of electronic court records, including the Maine Rules of Electronic Court Systems and any other governing statutes, rules, and orders.
  • Assists with identifying and tracking issues with the electronic systems that need to be addressed.
  • Communicates with the users and potential users of eFileMaine, including lawyers and unrepresented parties.
  • The EFC will participate in public presentations to the Bar and others regarding the eFileMaine.
  • Manages the court procedures and protocols applied by court staff in the Maine eCourts review process.
  • Attends and participates in presentations at public meetings on Maine eCourts that include eFileMaine.
  • Develops and maintains clear and effective electronic filing policies and protocols, under the direction of the supervisor and in tight collaboration with Court Operations staff and management, OIT representatives, the Communications team, judges and magistrates, and internal and external project managers.
  • Makes policy recommendations to the supervisor.
  • Oversees the development of responses to questions posed to the court operations group related to the use and operation of eFileMaine.
  • Participates in user acceptance testing and training of new eFileMaine system configuration, functionality, and updates from both the perspective of an inside user and outside user.
  • Serves on a team that provides technical assistance in training, mentoring, and coaching system users.
  • This will include extensive communications with external stakeholders, such as attorneys and members of the public.
  • Recommends to the Director amending job responsibilities to respond to the changing needs of the public and the Judicial Branch as new technologies are implemented.
  • Participates in public speaking and drafting of written external communication as required.
