Requirements

  • Knowledge of general electrical engineering concepts, principles, and practices applicable to the full range of duties concerned with the design, layout, construction/manufacture, maintenance and repair of mechanical/electrical/electronic systems.
  • Knowledge of related fields, such as mechanical, electrical, industrial, and instrumentation engineering to be able to review and study manufacturers' drawings and specifications, illustrated brochures, engineering handbooks, established design practices, other information on any phase of the project to determine, visualize and select design approaches for application.
  • Knowledge of the construction, operation, maintenance, application, properties and limits of electrical equipment and systems primarily found in large medical and dental facilities, multi-story office buildings and research facilities i.e. complex hospital systems, environmental control systems, emergency power systems, life support systems and a host of other areas that generally involve patient care and research.
  • Skill in the operation of such software applications as Microsoft Office products (MS Word, Excel, PowerPoint, Access, Outlook and others), the Defense Management Logistics Support System (DMLSS), VFA Facility software and MAXIMO Maintenance Management Program.
  • Skill in the modification of standardized electrical engineering practices and the adaptation of techniques in order to resolve a variety of technical problems is required.
  • Ability to read wiring system diagrams and schematics, interpret electronic terms and symbols and apply a variety of electronic formulas, tables, charges and codes to either design an electrical system or verify that its installation and operation are correct (including testing of circuits to see if they are complete after repairs or installations are indicated as complete by contractors).
  • Ability to use test equipment, such as wire gages, ohmmeters, voltmeters, watt meters, ammeters, recorders and other devices to locate problem areas and identify as electrical or electronic in order to locate broken, worn, damaged, or poorly operating wiring, fixtures, controls and equipment through visual checks or through use of a small variety of test equipment.
  • Ability to effectively communicate orally and in writing to coordinate the work of others, motivate and lead individuals of a variety of backgrounds. Includes the ability to consolidate the findings of others, evaluate recommendations and facts, and prepare specifications and produce results of analysis in writing.

  • Formal training in or experience with AUTOCAD and/or ARCVIEW GIS is preferred.

Responsibilities

  • Assist the facility in preparing specifications and cost estimates for government electrical utilities’ systems and other utilities’ systems with electrical components located in medical, dental, and industrial facilities, technical and research laboratories, and multi-story office buildings.
  • Assist in the preparation of designs for electrical utilities’ systems and other utilities’ systems with electrical components located in medical, dental, and industrial facilities, technical and research laboratories, and multistory office buildings.
  • Determine requirements and develop specifications and designs for electrical engineering and instrumentation, whether new construction or modification of existing electrical distribution systems, for small to medium - sized construction, repair, and/or maintenance projects.
  • Review and study manufacturers' drawings and specifications, brochures, engineering handbooks, established design practices, or other information on any phase of a project to determine, visualize, and select the possible design approaches for application.
  • Assist in establishing construction layouts, draft sketches, and drawings by computing tolerances, dimensions, clearances, fits, loads, sizes, and electrical design aspects as required by the assignment.
  • Coordinate designs, or redesigns for modification projects with the service and operating officials to explain or clarify the nature of actions being taken or recommended.
  • Perform technical reviews of electrical designs, drawings, specifications, and directives; adapt designs to meet the requirements and specificities of the facilities and services.
  • Compute, load, plan, and arrange industrial electrical distribution systems, circuits, controls and equipment.
  • Investigate site conditions, collect data, determine existing facilities conditions, document unique or unusual circumstances, and evaluate discrepancies between field conditions and work drawings, reporting these discrepancies to management for further action.
  • Plan and coordinate work phases to accommodate the customers’ needs and determine plans to restore services.
  • Coordinate with the electrical and structural trades to ensure the quality of the finished work product, convey information, and provide technical assistance.
  • Assist the facility in computing and compiling cost estimates of projects and scope of work to be performed or initially planned which may include materials, labor, and administrative overhead specifically required for programming and findings’ purposes provided by the government.
  • Study and analyze drawings and background data and discuss with other technical personnel to determine effects of change on assembly of components, interchangeability, production schedules, maintenance, performance, costs, or other aspects of design project.
  • Prepare detailed independent government cost estimates for competitive bidding.
  • Estimate and itemize labor, material, and equipment requirements for construction, alteration, installation, maintenance, and repair of buildings and systems utilizing estimating software, past performance records, and personal experience electrical engineering.
  • Perform quality assurance and troubleshooting duties in support of construction, repair, and maintenance contracts.
  • Assist in investigations, analysis, and resolve problems pertaining to the design, construction, maintenance and repair of facilities, systems, equipment, and subsystems.
  • Assist in reviews and analysis of specialized electrical features incorporated in engineering prepared designs, drawings, and specifications.
  • Assist in determining the appropriateness of electrical design criteria for standard government design or special considerations.
  • Assist in interpreting instructions as applied to a particular project and determine design, drawing, and specification needs.
  • Assist in interpreting instructions as applied to projects and determine whether design type is satisfactory in order to preclude or minimize revisions, conflicts, and/or disagreements when later reviewed and negotiated with higher authority.
  • Coordinate such review with other engineering specialists responsible for the adequacy of related features in their engineering fields.
  • Assure that all electrical work is in compliance with the National Electrical Code (NEC) and National Fire Protection Association (NFPA).
  • Assist in planning and coordinating Electrical Utility Outages for major systems for contract support, repairs, and maintenance.
  • Define specific areas affected by requested outage, identify specific switches and valves to be isolated to support the outage, communicate with customers to minimize the outage’s effect on patient care and staff operations and serve as the Government representative during the duration of outage.
  • Operate electrical systems rated at or below 600 volts to safely isolate electrical systems in order for contractors to perform work.
  • Notify personnel in affected areas, independently conduct electrical system isolations, monitor contractor work, and act if patient care or facility integrity may be impacted by the utility outage.
  • Assist in monitoring maintenance, inspections, testing, and reporting of hospital utility systems, including testing and maintenance of HVAC systems, normal and emergency power systems, isolated power systems, hot and cold domestic water distribution systems, heating and chilled water distribution systems, medical gas systems, fire protection and extinguishing systems, negative pressure isolation rooms and all other emergency backup systems; recommend changes in inspection policies and procedures as required.
