About The Position

The Turlock Irrigation District is seeking a qualified Electrical Engineer to join their Power Plant Engineering team. This role is crucial for conceptualizing, evaluating, budgeting, designing, constructing, and closing out capital improvement and maintenance projects to support the District's mission of providing reliable and competitively priced water and electric service. The engineer will contribute to expanding generation and storage capacity, addressing aging infrastructure for life extension, and modernizing current assets. The District manages a diverse generation fleet of thermal and renewable assets and aims to add more resources to meet carbon emission goals. The position also involves supporting the internal Dam Safety division by reviewing and interpreting data, and planning/designing instrumentation, controls, and power supply projects for critical dam facilities, including New Don Pedro Dam. The role involves performing professional electrical engineering work across all phases of the District's electric operations.

Requirements

Bachelor's degree from an accredited college or university with a focus on electrical engineering courses.
For Senior Electrical Engineer: Five years of increasingly responsible professional engineering experience.
For Associate Electrical Engineer: Three years of increasingly responsible professional engineering experience.
Ability to establish and maintain cooperative relationships with both internal and external contacts.
Ability to communicate clearly and concisely, both orally and in writing.
Ability to maintain a positive work atmosphere.
Knowledge of electrical engineering principles and practices.
Knowledge of techniques for preparing designs, plans, specifications, estimates, reports, and recommendations related to electrical and communication facilities.
Ability to perform technical engineering work of a complex nature.
Ability to effectively prioritize a fluctuating workload, work well under pressure, and meet continuous deadlines.
Strong project management skills (for Associate Electrical Engineer).
Knowledge of principles and practices of organization, administration, budgeting, and personnel management (for Senior Electrical Engineer).
Ability to supervise, train, and evaluate staff (for Senior Electrical Engineer).
Ability to work independently, with a minimum of supervision, and coordinate activities with other District personnel and with outside agencies (for Senior Electrical Engineer).
Possession of a valid certificate of registration as a professional engineer issued by the State Board of Registration for Professional Engineers (for Senior and Associate Electrical Engineer).
Must file a Statement of Economic Interest in compliance with Governmental Code Section 81000.

Responsibilities

Perform complex professional engineering work in the design, construction, operation, and maintenance of District electrical and communication facilities.
Conduct system modeling and planning, complex calculations, engineering studies, and development of construction standards.
Develop operating procedures, material and equipment specifications, and cost and scheduling estimates.
Prepare written reports and presentations.
Ensure compliance with District safety rules, policies, and regulations of outside agencies.
Supervise, train, and develop staff as assigned, providing ongoing feedback and conducting annual performance evaluations.
Supervise and oversee technicians laying out facility designs and preparing design drawings.
Manage engineering and related construction projects through their design and construction phases, including project planning, scheduling, coordination, budgeting, and field inspection.
Assist in long-range capital improvement planning and budgeting, including performing inspections and preparing related studies.
Represent the District in the community and at professional meetings, presenting information and reporting back to management.
Comply with and enforce all District rules, regulations, policies, and procedures.
