Electrical Engineer IV (PE) - Sustainability, LA Community Colleges

MAAS Companies•Los Angeles, CA
•$135,000 - $165,000

About The Position

LACCD is investing bond funds in energy and carbon reduction projects across its nine college campuses, including solar, battery storage, microgrids, electric vehicle charging, building controls, LED lighting, central plant upgrades, and electrification. The Electrical Engineer serves as the licensed electrical engineering expert and shared technical resource for the districtwide Sustainability Strike Team, based at the District Office, and works under the Sustainability Strike Team Lead. This is an owner-side technical role, not a project management position. The engineer assesses existing electrical infrastructure, conducts and reviews load and capacity studies, helps define project scope, and evaluates whether designs are appropriate for existing electrical and building systems. The role prepares and reviews scopes of work, procurement materials, studies, designs, specifications, submittals, RFIs, and change order proposals; coordinates with consultants, other engineering disciplines, utility providers, and project teams; and supports projects through field visits, commissioning, and closeout. Reviews and recommendations must apply California energy and electrical codes, Title 24, ASHRAE guidance, and District standards.

Requirements

  • Bachelor's degree in Electrical Engineering.
  • Current California Professional Engineer (PE) license in Electrical Engineering.
  • At least 7 years of professional electrical engineering experience in design, construction, or facilities infrastructure projects.
  • Strong working knowledge of California energy codes, Title 24, the National Electrical Code (NEC), and CALGreen.

Nice To Haves

  • At least 2 years of educational facility design or construction experience, ideally at California community colleges or other public schools.
  • Experience with large public works capital improvement programs.
  • Experience in electrical infrastructure assessments, load studies, utility coordination, and service capacity evaluations.
  • Experience with solar (PV), battery energy storage (BESS), microgrids, and EV charging infrastructure.
  • Experience with building electrification, central plant electrical infrastructure, and integration with building management systems and automation controls.
  • Experience reviewing electrical designs, specifications, and construction documents.
  • Familiarity with the DSA design, approval, and construction process.
  • Experience with Bluebeam Revu and Building Information Modeling (BIM).
  • LEED or CHPS project experience or certification.

Responsibilities

  • Serve as the electrical engineering expert for project managers and the Sustainability Strike Team across districtwide initiatives.
  • Assess existing electrical infrastructure and equipment for condition, performance, capacity, and upgrade opportunities; prepare existing-conditions reports with findings, alternatives, and priorities.
  • Perform and review load studies, capacity evaluations, feasibility studies, and other analyses that inform project scope and design.
  • Check that proposed upgrades fit existing electrical and building systems, and coordinate with other engineering disciplines and utility providers on service capacity and upgrades.
  • Write technical scopes of work, including electrical portions, and review consultant-prepared scopes against District standards, project goals, and site conditions.
  • Validate engineering assumptions, alternatives, and feasibility findings in project White Papers using program office procedures.
  • Provide electrical input to procurement documents and evaluation criteria, and serve on panels selecting designers, contractors, and other technical firms.
  • Review studies, design documents, specifications, submittals, RFIs, and change order proposals, and provide technical recommendations to project managers.
  • Provide technical expertise for solar, battery storage, microgrids, EV charging, building electrification, central plant decarbonization, lighting, and smart controls.
  • Work with design and construction teams to identify engineering risks, resolve technical issues, and support constructability and systems integration.
  • Support field visits, design and construction meetings, commissioning, and closeout.
  • Apply California energy and electrical codes, Title 24, ASHRAE guidance, and District standards to reviews.
