About The Position

The City of Springfield is seeking applicants for the Electric System Operator Trainee I position within the Office of Public Utilities, Division of Electric System Operations. This role is responsible for learning and applying all aspects of the Operator Training Program to become a fully qualified Electric System Operator for CWLP’s portion of the Bulk Electric System. The position requires meeting certification and operational requirements, including passing specific exams within set timeframes, and supporting rotating shift work and cross-training for other duties. The role demands reliable performance under high-pressure conditions, strong focus, self-discipline, and the ability to study and apply complex technical material. Trainees will participate in structured on-the-job training with provided materials and must be able to recall and execute learned operational functions.

Requirements

  • Candidates must take the JATC test at their own expense.
  • Candidates who successfully pass the JATC exam will advance to the next phase of the selection process, which includes an in-person interview.
  • Following the interview, candidates will complete a cognitive assessment, and those who successfully pass will be invited to participate in a second interview.
  • Preference for employment in all positions with the city shall be given to applicants who are full-time city residents.
  • Current City employees must have completed their probationary period and attained certified status in their current position to be eligible to apply.

Responsibilities

  • Successfully retain and apply all aspects of the Operator Training Program from Operator Trainee I through full qualification as an Electric System Operator responsible for CWLP’s portion of the Bulk Electric System.
  • Meet all certification and operational requirements, including passing the Basic Fundamentals of System Switching exam within 3 months and the NERC System Operator exam within 6 months.
  • Support rotating shift work and cross-training for Trouble Clerk and Service Clerk duties and advancement to Operator Trainee II.
  • Perform reliably under high-pressure and stressful operating conditions.
  • Demonstrate strong focus, self-discipline, and the ability to study and apply complex technical material.
  • Participate in structured on-the-job training with provided study materials.
  • Maintain the ability to recall and execute previously learned operational functions.
