About The Position

Provides advanced professional knowledge and expertise to develop and support staff members within the Environmental Health and Safety (EHS) department. This position is critical for managing and ensuring compliance with all environmental programs across UTMB, leading a small team, and serving as a key liaison between the Utilities Department and EHS. The incumbent will oversee the operational aspects of environmental permits, regulatory reporting, and compliance audits, while also driving industrial safety and environmental policy effectiveness.

Requirements

Bachelor’s degree in environmental, natural, or applied science, or related field.
24- or 40-hour HAZWOPER certification within 6 months of hire date.
Valid Texas driver's license.
Ability to operate a UTMB vehicle.
Detailed experience with EHS site audits, inspections and routine surveys including the developing and drafting of audit documentation, tracking corrective actions, and monitoring results through completion of audit activities.
Ability to train employees on the regulatory standards applicable to the facility.
Ability to instruct employees on internal EHS policy and procedures.
Demonstrates full knowledge and support of EHS policies and regulations.
Responsible for closing or stopping any unsafe work conditions.
Responsible for reporting and all compliance discrepancies to Program Director.
Responsible for directing daily work activities of direct reports to achieve departmental and programmatic goals.

Responsibilities

Oversee the operational aspects of environmental permits, regulatory reporting, and compliance audits.
Drive industrial safety and environmental policy effectiveness.
Manage and ensure compliance with all environmental programs.
Provide direct supervision for a team of two (2) reports.
Ensure industrial safety compliance.
Conduct project impact assessments ensuring applicability and adherence to a wide range of environmental programs, including but not limited to: Title V, New Source Review (NSR), and Permit by Rule (PBR) operating permits; Municipal Solid Waste (MSW) Type V permit; Municipal Separate Storm Sewer System (MS4) programs; Municipal Wastewater Programs; Spill Prevention, Control and Countermeasure (SPCC) Plans; Above and Underground Storage Tank (AST/UST) programs.
Develop policies and procedures to maintain compliance with EHS regulations.
Conduct improvement projects within the scope of the University business.
Deliver safety training that has been identified for new and existing employees.
Ensure UTMB campuses and clinics meet all environmental health and safety regulatory requirements as measured through audits and compliance inspections by both internal and external agencies.
Provide technical, team lead support to junior staff, including coaching and oversight on matters related to hazardous materials, wastes, and associated risk.
Supervise, coach, develop, and evaluate assigned direct reports.
Initiate audits to develop and ensure administrative and engineering controls are appropriate for the level of risk and design of the facility.
Monitor effectiveness of multidisciplinary problem resolution activities.
Initiate benchmarking activities.
Coordinate agency audits.
Recognize politics associated with various aspects of the multidisciplinary projects.
Anticipate, develop and implement methods needed to remain state of the art in the field.
Develop others through assignments, formal training or other experiences - Assist staff with how answers are derived.
Keep current in field and immediately utilize and apply new information fully.
Identify problems or non-compliance issues. Know, understand, and identify all areas of expertise needed to resolve problems and then coordinate a team of those with needed expertise.
Monitor and take actions on projects to ensure completion.
Provide expert knowledge of diverse chemical, physical and biological hazards.
Recommend and/or develop action plans for problem resolution.
Constantly seek opportunities for process improvement.
Review proposed state and federal regulations and develop appropriate comments to be conveyed to UTMB, UT System and external regulatory agencies.

Act as a Health and Safety advisor to non-safety related committees.
