About The Position

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10-year commitment plan. The EHS Division’s responsibility is to support, monitor and ensure that BEDC is in compliance with Federal, State and local EHS laws and regulations. BEDC seeks to hire an Administrative Project Manager (NM) to serve as a Regional Manager for the Environmental Health & Safety (EHS) directorate, located at our headquarters in Queens, NY. Under direction of the EHS Field Manager, the selected candidate will be the primary BEDC contact for all EHS needs during the life cycle of the capital project. The selected candidate will oversee the EHS performance for a capital construction portfolio of design and construction projects valued at over $ 1B, as well as management of field personnel within various regions. Regions are broken down by East and West of Hudson, and NYC projects; the number of projects in each portfolio depends on the size, dollar amount, and complexity of the capital project, as well as the level of EHS hazards. The selected candidate will monitor project compliance with EHS regulations, BEDC EHS Standards and Standard Operating Procedures (SOPs), DEP EHS policies and procedures; organize EHS project meetings, and make recommendations for new or improved EHS programs and create additions to current EHS specifications and contract documents. The selected candidate will be responsible for assisting with all aspects of EHS compliance and implementation from design through construction completion and help manage in-house EHS field staff. They will support the Accountable Manager and the BEDC project staff in all areas of EHS.

Requirements

  • Permanent Civil Service status as an Administrative Project Manager

Nice To Haves

  • Knowledge and experience in OSHA, NYSDOL, NYSDEC, USEPA, NYCDOB, FDNY and related EHS rules, laws, and regulations
  • Certification from the Board of Safety Professionals or American Board of Industrial Hygiene
  • Five or more years of experience in Construction Safety and/or EHS Compliance
  • Experience working in or with ISO-type EHS Management Systems
  • Knowledge of Microsoft Office Suite products (Word, Excel, PowerPoint, etc.)
  • Demonstrates skills in written and verbal communications
  • Independent worker requiring minimal day-to-day direction or oversight
  • A valid New York State Driver’s License
  • A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity
  • A four year high school diploma or its educational equivalent and nine years of experience as described above; two years of which must have been in an administrative, managerial, executive or supervisory capacity
  • Education and/or experience equivalent to the above
  • An accredited Master's degree in one of the disciplines described in '1' above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience.
  • All candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in '1' above.

Responsibilities

  • Oversee the EHS performance for a capital construction portfolio of design and construction projects valued at over $ 1B.
  • Manage field personnel within various regions (East and West of Hudson, and NYC projects).
  • Monitor project compliance with EHS regulations, BEDC EHS Standards and Standard Operating Procedures (SOPs), DEP EHS policies and procedures.
  • Organize EHS project meetings.
  • Make recommendations for new or improved EHS programs.
  • Create additions to current EHS specifications and contract documents.
  • Assist with all aspects of EHS compliance and implementation from design through construction completion.
  • Help manage in-house EHS field staff.
  • Support the Accountable Manager and the BEDC project staff in all areas of EHS.
  • Review designs and contract specifications for EHS compliance and potential issues.
  • Attend pre-bid, pre-award and pre-construction meetings.
  • Manage EHS during construction, including providing EHS support to BEDC construction managers and support staff.
  • Review Environmental Health & Safety Plans (EHASPs), Emergency Control Procedures (ECPs), and Remediation Plans.
  • Review EHS personnel qualifications.
  • Provide training on BEDC EHS Standards and SOPs.
  • Monitor EHS compliance of consultant construction managers and contractor EHS Staff.
  • Assist in incident investigations and review reports.
  • Review audit data to identify trends and deficiencies.
  • Attend project meetings and EHS meetings and report on EHS issues.
  • Participate in EHS contractor and consultant evaluations.
