About The Position

Idaho Asphalt Supply, Inc. is a leading asphalt supplier and marketer in the Inland Northwest and Pacific Northwest Regions. With plants in Idaho, Utah, Wyoming, Montana, Oregon, California, and Arizona, IAS supplies a diverse product line of asphalts, polymer modified asphalts, and asphalt emulsions to the road maintenance and construction industry. IAS is looking for an energized, flexible self-starter to fill a full-time opening for an EHS Manager. Location may be flexible across our plant locations with preference given at Boise, ID; Salt Lake City, UT; Coolidge, AZ; Irwindale, CA.

Requirements

  • Bachelor’s Degree in an Environmental Science, Industrial Hygiene, Environmental Engineering, Engineering, Occupational Safety, or related field.
  • Minimum of 3 years of progressive responsibility in environmental, safety, production and/or related career.
  • Strong preference to experience within a chemical manufacturing/processing environment, with heavy focus on permitting and regulatory reporting.
  • 3+ years of training and management experience (plant environmental management or department management) in a manufacturing environment, preferably in the chemical industry.
  • Familiarity with industry standards such as OSHA, NFPA, ANSI, ACGIH, and AIHA is required.
  • Experience building positive and productive relationships with local, state, and federal regulators.
  • Excellent interpersonal skills with ability to interact with all levels of the organization, including the plant floor, as well as customers and outside professionals.
  • Strong verbal, written, presentation and English language communication skills.
  • Demonstrated knowledge of relevant federal, state and local occupational environmental, health and safety laws and regulations as they apply to industrial organizations.
  • Stormwater and Air compliance experience.
  • California and western US regulatory experience
  • Must have acceptable current driver’s license

Nice To Haves

  • An advanced degree and/or recognized EHS certification or documented training (e.g. PE, CIH, CSP, etc.) is a plus.
  • Prior experience in developing and implementing environmental, safety programs and effective training curriculum is a plus.

Responsibilities

  • Assist in the development and implementation of company policies and regulations.
  • Oversee all business operations relating to compliance including policies, investments, and procedures.
  • Manage environmental permitting, licensing, and regulatory reporting for ongoing plant operations. Manage approval process for amending and generating new permits.
  • Maintain and coordinate compliance with all policies, procedures, programs and plans ensuring compliance with all applicable federal, state, and local regulations (EPA, TDEC, OSHA, DOL, DOT), and standards involving environmental compliance, general safety, process safety management, fire safety, and industrial hygiene.
  • Develop and maintain programs to ensure proper reporting and compliance with applicable environmental regulations including Clean Air Act, Clean Water Act (wastewater and stormwater), EPCRA, TSCA, waste management, etc.
  • Assist in the development of strategies to reduce environmental, health and safety exposure and risk.
  • Negotiate and secure contracts for hazardous and non-hazardous waste disposal.
  • Research federal, state and local environmental rules and regulations and provide guidance and interpretation to managers and business units.
  • Assist in and lead environmental and sustainability projects related to energy conservation, waste minimization, industrial hygiene, etc.
  • Design and monitor control systems to deal with violations of legal rules and internal policies.
  • Coordinate with different department managers to review all departmental compliance policies.
  • Perform periodic audits on company procedures and processes.
  • Lead employee training sessions on regulatory, safety, and environmental compliance issues.
  • Ensure that all accidents and near misses are reported and investigated in accordance with the Company’s policies.
  • Formulate and maintain the Company’s health and safety policies, arrangements, and procedures.
  • Identify opportunities for continuous safety improvement and assist the Director and Senior Management Team in their implementation.
  • Establish procedures associated with health and safety training needs for facilities and maintain records of training undertaken.
  • Manage/oversee projects, initiatives, regulatory audits or exams, internal audits, accreditations, on-site reviews, risk assessments; audit planning, conducting audit training, managing audit evidence preparation, assessing audit preparedness.
  • Maintain knowledge of laws, regulations, and company strategies to assess impact, and consult with clients as subject matter expert.
  • Conduct complex investigations, document findings, and ensure corrective actions are made. Interface with external clients, regulators, vendors, supplier; internal stakeholders, high level of management.
  • Lead and participate in safety meetings.
  • Take corrective actions when and where needed to correct safety issues that are non-compliance with safety policies and practices.
  • Coordinate and promote safety awareness.
  • Communicate with Management and Supervisors audit results and corrective actions taken.
  • Leading from the front attitude, willing to do any job that needs to be done to assure success.
  • Assist in managing loss claims under liability, property, and workers’ compensation insurance. Analyzes and classifies risks, claims and losses as to frequency and potential severity, and measures the financial impact of risk on company.
  • Prepare and distribute pertinent safety communications including statistics, newsletters and special alerts.
  • Serve as liaison with Company property insurance inspectors, regulatory agencies, and fire department.
  • Establish, build consensus, and communicate standards and guidelines to the personnel.
  • Coordinate with the trucking safety director to ensure truck driver safety within our facilities.
