About The Position

Community Health Services strengthens partnerships across King County's safety-net system to deliver racially equitable, responsive health care services for historically underserved communities. The Access & Outreach team works to eliminate health disparities and advance health equity by removing barriers to care and ensuring that all individuals have access to health insurance and other public benefits. This position will partner with agencies that serve people experiencing homelessness to develop and implement coordinated processes that help clients maintain continuous health insurance coverage. The incumbent will work directly with unhoused individuals to understand the barriers and challenges they face in renewing and retaining Apple Health (Medicaid) coverage under the new federal requirements. In addition, this position will collaborate with Public Health Centers to identify clients experiencing homelessness and develop strategic, coordinated approaches to support their coverage needs. Working closely with Program Managers, Public Health Center staff, and community partners, the incumbent will help design and implement sustainable strategies that improve access to care, reduce coverage disruptions, and promote health equity for one of King County's most vulnerable populations. Recent changes under H.R. 1 have significantly altered how residents enroll in, renew, and maintain health insurance coverage. These changes are expected to disproportionately impact individuals experiencing homelessness, who often face unique barriers to maintaining Apple Health (Medicaid) eligibility and coverage. This recruitment will be used to create an eligibility pool to fill additional Career Service, Term-Limited Temporary (TLT), or Special Duty Assignment (SDA) vacancies that may occur over the next six months.

Requirements

Experience providing health insurance enrollment to the unhoused community
Developed partnerships with organizations who are serving the unhoused community
Strong interpersonal skills that demonstrate they can build trust with the unhoused community
Communication skills
Able to travel to other Public Health locations
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Employees are required to protect the privacy and security of protected health information as defined in State and Federal Law.
Public Health relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
Employees are required to adhere to OSHA/WISHA guidelines including but not limited to completing their mandatory trainings on time and obtaining required immunizations.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all Public Health positions.
The selected candidate must be able to provide proof of Basic Life Support (BLS) / CPR (if applicable).
The selected candidate must be able to pass a thorough background investigation, but findings may not necessarily disqualify an applicant for employment. (and Pre-employment Physical, if applicable).

Nice To Haves

Health Insurance Navigator certified through the WA Health Benefit Exchange
Experience in navigating complex service systems that require working with multiple agencies
Cultural competence and sensitivity to diverse populations, including veterans, immigrants, and people with disabilities
Experience working with communities who have faced trauma, racism or abuse
Past experience with developing partnerships or projects in the unhoused community
Prior experience with group trainings or facilitation.

Responsibilities

Provide trainings to community-based organizations who the unhoused communities in King, Snohomish, Jefferson & Clallam County.
Establish new health insurance Navigators to serve the unhoused community.
Work with the Access & Outreach Program Manager IV to, identify barriers and gap areas where the unhouse gathers and develop a strategic plan to educate them about the changes, exemptions and process to maintain their health insurance.
Establish new outreach sites targeting unhoused community members
Create educational materials
Create an educational hub of information for organizations serving the unhoused community.
Assist with the coordination of training and Navigator certification for agencies desiring to become a Health Insurance Navigator organization.
Create new referral systems for Community Based Organizations serving the unhoused community who do not receive Navigator enrollment services.
Enroll unhoused clients into health insurance and other benefit programs- including but not limited to: ORCA LIFT/Subsidized annual pass, Apple Health, Qualified Health Plans, Energy Assistance Programs, Basic Food (SNAP), King County Adult Dental Program (KCADP) and Breast and Cervical Health Program (BCHP).
