About The Position

This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment. A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS. Under the general supervision of the Educational Specialist III of the Student Support Section, the Educational Specialist II provides leadership and direction in the analysis, planning, development, monitoring, and facilitation of coordinated prevention and intervention of student support programs and initiatives. This includes areas such as Hawaii Multi-Tiered System of Support (HMTSS), positive behavioral interventions and supports, student discipline, Social and Emotional Learning (SEL), trauma-informed practices, restraints and seclusion, K-12 school counseling, attendance, bullying prevention, child safety, education for homeless children and youth, foster care, and transitions. The role emphasizes the planning and implementation of a full-spectrum of K-12 college, career, and community readiness program-related services and activities to ensure effective alignment and supports at all levels. The position involves analyzing, planning, and implementing statewide programming, including evidence-based and innovative practices, guidelines, procedures, and professional development resources for elementary through secondary levels. It also includes providing coaching and technical assistance to complex areas and schools to build their capacity for developing, innovating, and sustaining comprehensive student support systems. This capacity development involves guidance on federal and state laws, Hawaii Administrative Statutes, and Board of Education policies and procedures. Collaboration with other Department offices, agencies, organizations, complex areas, and schools is crucial for coordinating, developing, and delivering activities, resources, and strategies related to student support programs and practices. The role also entails planning, coordinating, and conducting professional learning opportunities and related resources for district, complex area, and school staff. Additionally, the position involves preparing program plans, performance reports, budgets, expenditure plans, contracts, memoranda of agreement, legislative testimony, memos, and other required documents. The Educational Specialist II serves as a liaison between the Department and other agencies, private organizations, community groups, and professional organizations related to their areas of assignment. Performs other related duties as assigned.

Requirements

  • Graduation from an accredited college or university with a master’s degree in a subject area appropriate to the area of assignment.
  • Six (6) years of responsible professional work experience in the subject area appropriate to the area of assignment.

  • Develop and implement on-line professional development and appropriate on-line tools (i.e., Sharepoint, podcasts, voice threads, website, WebEx, webinars, etc.)
  • Organize/prioritize work and multi-task to maintain an effective work pace while working under deadlines.

Responsibilities
