About The Position

The Workforce Education Data Systems (WEDS) office within the Florida Department of Education is seeking a dynamic, experienced, and collaborative leader to fill a full-time Educational Program Director position. The WEDS office serves as the primary resource for data collection, reporting, analysis, and technical assistance for educational agencies that provide Adult General Education (AGE) and Postsecondary Career and Technical Education (CTE) programs throughout Florida. This position offers a unique opportunity to lead a highly skilled team that supports statewide education initiatives, promotes data quality and compliance, and provides critical guidance to stakeholders across the state. The Educational Program Director provides strategic leadership and supervision for staff responsible for the development, enhancement, and maintenance of complex data systems and data collection processes. This role oversees technical staff engaged in data analysis, SQL query development, and programming activities using SAS Enterprise Guide, ensuring the accuracy, integrity, and effective utilization of workforce education data to support policy development and program accountability. This position requires a collaborative and technically proficient professional who can effectively engage with subject matter experts, software developers, agency representatives, educational partners, and executive leadership. The successful candidate must be capable of managing projects from concept through implementation, supporting division priorities and initiatives, facilitating cross-functional collaboration, and leading meetings with both internal and external stakeholders.

Requirements

  • A minimum of four (4) years of professional experience in data management, information systems, database administration, program administration, educational data reporting, or a related field.
  • A minimum of two (2) years of supervisory or team leadership experience overseeing professional or technical staff.
  • Experience developing, analyzing, and interpreting data.
  • Experience using SAS, SQL Server, or other relational database management systems.
  • Experience communicating technical concepts to non-technical stakeholders and facilitating collaboration among diverse groups.
  • Knowledge of database management, data systems design, and software development methodologies.
  • Knowledge of computer programming, reporting tools, and data analysis techniques.
  • Ability to lead and manage technical teams and complex projects.
  • Ability to analyze business requirements and develop effective technical solutions.
  • Ability to communicate effectively with technical and non-technical audiences.
  • Ability to establish and maintain productive working relationships with internal and external stakeholders.
  • Strong organizational, analytical, problem-solving, and project management skills.

Responsibilities

  • Provide leadership, supervision, and direction to professional and technical staff within the Workforce Education Data Systems (WEDS) office.
  • Establish work priorities, assign responsibilities, monitor performance, and ensure the timely completion of projects and deliverables.
  • Foster staff development through coaching, mentoring, training, and performance management activities.
  • Conduct employee evaluations, develop work plans, and ensure compliance with agency personnel policies and procedures.
  • Promote a collaborative, customer-focused, and results-oriented work environment.
  • Direct and manage the development, enhancement, maintenance, and operational support of workforce education data systems, applications, and reporting processes.
  • Oversee technical staff responsible for SQL development, database administration, data analysis, and SAS Enterprise Guide programming activities.
  • Ensure data systems support state and federal reporting requirements and maintain high standards for data quality, integrity, security, and accessibility.
  • Lead strategic planning efforts related to system modernization, data governance, and process improvement initiatives.
  • Analyze and interpret Florida Statutes, State Board of Education Rules, federal regulations, and agency policies affecting workforce education data collection and reporting systems.
  • Develop, revise, and implement policies, procedures, business rules, and technical specifications to improve data collection, validation, reporting, and security.
  • Ensure compliance with applicable state and federal accountability, reporting, and data governance requirements.
  • Lead the planning, coordination, testing, implementation, and maintenance of new and existing data systems and applications.
  • Manage system lifecycle activities, including requirements gathering, business analysis, testing, documentation, deployment, and stakeholder communication.
  • Coordinate cross-functional teams and oversee complex projects from concept through implementation.
  • Identify operational issues and implement effective technical and procedural solutions.
  • Direct the analysis, verification, validation, and reporting of workforce education data submitted by educational agencies.
  • Oversee the development and implementation of data edits, validation processes, and reporting business rules.
  • Ensure the accuracy and reliability of standard, ad hoc, and accountability reports generated from workforce education databases.
  • Monitor data quality and recommend improvements to reporting processes and system functionality.
  • Serve as a primary liaison between the Department, educational agencies, and other stakeholders regarding workforce education data systems.
  • Provide technical assistance, guidance, and training on data collection, reporting requirements, and system functionality.
  • Present information at workshops, conferences, regional meetings, and stakeholder forums.
  • Facilitate committees, workgroups, and task forces related to workforce education data systems and reporting initiatives.
  • Support division and agency initiatives, special projects, and strategic priorities.
  • Maintain current knowledge of emerging technologies, data management practices, and workforce education trends.
  • Perform additional duties as assigned to support the mission of the Florida Department of Education.
