About The Position

This position oversees Long Term Group Home’s Education Department, consisting of three Education Assistants and two Skills Trainers. The Education Services Supervisor is responsible for the development and coordination of academic programing and ensuring the completion and documentation of state and ORR assessment standards and state licensing requirements. This involves regular review and analysis of ORR policy, coordination with a multidisciplinary team of program staff, and communication with stakeholders as necessary to introduce new and improved opportunities for client services related to education and independent living skills. The position also serves as teacher providing the Flores required education services and supporting the program’s behavioral model. The Education Services Supervisor serves as the primary liaison between the LTGH program, school district staff, and community partners who collaborate to provide linguistically and developmentally appropriate educational services to the youth in care. Staff supervision includes demonstrating Sanctuary Model commitments, and direct client engagement ensures the Education Services Supervisor is active in upholding LTGH’s behavior management systems.

Requirements

Attained age 21 years or older before first day of employment in position (ORR)
Licensed by the Teacher Standards and Practices Commission for assignment as a teacher OR bachelor's degree or master's degree and Teaching English as a Second Language (ESL) /Teaching English to Speakers of Other Languages certification (TESOL)
Bi-lingual in English and Spanish with the ability to speak/read/write in both languages, including document translations
Prior supervisory experience
Experience using technology such as laptops, overhead projectors, in a school setting
Intermediate computer skills
Pass a DHS criminal history background.
Pass a criminal history background check though Morrison and a suitability determination investigation through the U.S. Office of Personnel Management.
Meet agency driving requirements.
Receive/show record of vaccinations that are in compliance with ORR’s vaccination requirements.
Bloodborne pathogen first day of employment.
Travel between program locations.
CPR/First Aid certification within 30 days of hire and kept current.
Complete MANDT Training, Medication Administration Training, and all other assigned trainings as required with necessary updates and reoccurrences.
For positions that require driving : Hold a valid drivers’ license.
Must be licensed in Oregon or Washington within 30 days of hire
Personal transportation allowing for travel within the greater Portland metropolitan area in a timely manner.
If driving a personal vehicle, must maintain personal auto liability insurance at $100,000/$300,000 levels, and a driving record permitting coverage under agency auto liability policy.

Responsibilities

Supervise Skill Trainers and Education Assistants
Provide academic curriculum consistent with the students’ academic development, literacy and linguistic ability. Curriculum development includes varying levels of English, Math and Science including English language training.
Provide linguistically appropriate educational materials.
Provide a syllabus of curriculum covered at least once a year.
Participate in developing and maintaining an educational program which meets ORR standards.
Maintain records as required by State or ORR for classroom documentation.
Plan and arrange field trips.
Develop professional relationships with community resources to acquire curriculum materials to enhance the learning experience for students.
In collaboration with the Skills Trainers and Education Assistants, develop written weekly lesson plans, meet individual students’ needs, and provide applied learning activities that are active, student directed, project- based, and integrated.
Complete timesheets and other personnel and administrative records in timely and accurate manner as required
Performs other duties as assigned by Assistant Program Director, Program Director, and Division Director.
Help arrange or coordinate coverage of teachers as needed and fill in if there is no other coverage.
Is aware of Morrison Compliance Program including Compliance Officer, Compliance Standards of Conduct, and Employee Compliance Hotline. Understands Compliance Standards of Conduct and signs attestation document. Completes all assigned compliance, HIPAA, client privacy, and fraud, waste, and abuse training. Knows how to report any client privacy or fraud, waste, or abuse concerns.
Demonstrate a commitment to developing a thorough knowledge and application of the Sanctuary model and other organizational policies & practices.
Participate in staff development, in-services, and training related to workplace effectiveness; model professional behaviors and implement improvements to business practices with awareness of their impact in a trauma- informed behavioral healthcare organization.
Provide oversight and guidance to Education Assistants and Skills Trainers as they manage youth caseloads, including the completion of biweekly individual sessions with youth, biweekly progress reports uploaded to ORR’s online portal, regular reassessment of Individualized Service Plans, and routine updates to youth Case Notes documents.
Collaborate with program Education Assistants, school administrative staff and educators to ensure that youth in care have opportunities to participate in core subject courses while receiving support for unique language access needs and literacy development.
Lead ongoing development of department policy and procedure, guiding staff with updates on best practices to appropriately address individualized needs and goals of the youth in care.
Coordinate yearly educational programming for a ten-week summer curriculum that integrates experiential learning options as well as structured academic support, to be submitted for ORR Project Officer approval.
Complete curriculum development as necessary (including varying levels of Math, Science, ESOL and career readiness options) to supplement material provided by PPS educators and to implement during breaks in the school district’s academic calendar.
Collaborate with program staff and stakeholders on 504 special education planning for youth in care.
