About The Position

This position assists in the development and delivery of appraisal coursework and supports the ongoing maintenance and updates of USTC Property Tax Division designation courses and core appraisal education courses. Responsibilities include organizing and coordinating presentations for the annual Assessors’ School conference and assisting the Program Manager in developing a comprehensive annual education plan, including recommending new or expanded coursework. The role involves attending Division of Real Estate Appraisal Board meetings and participating in Appraisal Foundation meetings (virtually) to stay informed of changes within the appraisal profession, ensuring instructors are kept up to date. The position also monitors legislative changes and updates course materials accordingly. This individual serves as key support staff to the Appraisal Instructors and must demonstrate a high level of accuracy and attention to detail in all aspects of work. This position will develop and deliver training through a variety of formats, including in-person presentations, live and virtual sessions, and online instruction. The role requires adaptability and a willingness to learn and implement emerging technologies to enhance training effectiveness. Recommends, develops, and implements policies and procedures, ensuring Property Tax personnel operate in compliance with current state and local statutes and established standard operating procedures. Communicates effectively, both verbally and in writing, with county elected officials, their staff, and other government entities. Coordinates with program applicants and provides excellent customer service. Assists in navigating the appraisal candidate’s education path to a successful completion, culminating in a license or certification with the Utah Division of Real Estate. Review and track county compliance with USTC designations: Associate Residential, Residential, General, Personal Property, Associate Centrally Assessed, Centrally Assessed, Administrator, Greenbelt, Hearing Officer, and County Property Tax designations. Knowledge of Utah State laws, codes and regulations that apply to appraisers and property tax in general. Must possess a high aptitude for research and analysis of large quantities of data. Acts as a resource for management and staff; provides technical support within the area of responsibility. Work well with colleagues. May be required to assist or provide technical consultation on appraisal assignments with County Representatives and/or county projects. Supervise and/or mentor appraisal candidates in the Property Tax Division. Audits and review courses and practices to ensure compliance with procedures, regulations and standards. Work independently with little or no supervision. Also, be an integral team member when required. Plan, organize and prioritize time and workload in order to accomplish tasks and meet deadlines.

Requirements

  • A minimum of four (4) years’ experience working in a county Assessor’s office.
  • Performs entry-to-mid-level professional research, data collection, and analytical duties to support agency policies, programs, and strategic decision-making.
  • Current Appraiser Trainee or higher
  • Must possess a valid Utah driver’s license and minimum required insurance; occasional travel is required.
  • Ability to proficiently use: computers; Microsoft Office software; typical presentation/instruction equipment; aerial imagery; MLS database and other appraiser related research technology.
  • Must be able to operate daily interactions with the ability to maintain confidentiality of student related information.
  • Must be able to work independently and as a team.
  • Knowledge of Utah State laws, codes and regulations that apply to appraisers and property tax in general.
  • Must possess a high aptitude for research and analysis of large quantities of data.

Responsibilities

  • Maintain and organize records, databases, and program materials with a high degree of accuracy and attention to detail.
  • Coordinate and order course materials to support educational programs and training initiatives.
  • Manage and support appraiser education programs, including scheduling, tracking, and administering exams and banking education hours with Pearson VUE.
  • Produce and distribute designation certificates in a timely and accurate manner.
  • Serve as a point of contact and collaborate with external and internal stakeholders, including the Utah Division of Real Estate, the Appraisal Foundation, county assessors and their staff, and other state employees.
