About The Position

Serve as the state's Multilingual Education Program coordinator to implement, oversee, and promote the continuous improvement of the Language Instruction for English Learners and Immigrant Students program in accordance with Title III, Part A Every Student Succeeds Act (ESSA) of 2015, as amended. This position is located in the Office of Federal and State Accountability.

Requirements

  • A bachelor's degree and experience in education, management or business.

Nice To Haves

  • A bachelor's degree and five (5) years of English to Speakers of Other Languages experience or experience working at a State agency.
  • Master’s degree in education or a related field from an accredited college or university.
  • Hold a South Carolina professional educator certification.
  • Expertise in the federal Elementary and Secondary Education Act (ESEA) as reauthorized under Every Student Succeeds Act (ESSA) of 2015.

Responsibilities

  • Coordinate programmatic planning and implementation of Title III, Part A.
  • Serve as a resource to South Carolina Department of Education (SCDE), state government agencies, and Local Education Agencies (LEAs) for matters regarding Title III, Part A, multilingual learners, and immigrant students.
  • Provide direct, ongoing technical assistance to LEAs and to increase compliance and ensure continuous improvement of the Title III, Part A program.
  • Coordinate and collaborate with other SCDE federal program offices, agency divisions, LEAs, stakeholders, and community partners, to streamline systems and processes, enhance implementation of, and ensure compliance with Title III, Part A program requirements.
  • Develop and lead statewide, regional, and/or local training opportunities, convene and lead stakeholder engagement groups, and develop and implement resources to increase subgrantee, district, and school capacity for effective implementation of the Title III, Part A program in accordance with state and federal laws, regulations, policies, guidance.
  • Oversee Title III, Part A finance and application processes including allocation of funds, application review and approval, grant award documents, fiscal compliance, and oversight of allowable activities.
  • Perform other duties as requested by the Team Leader, Director, Deputy, and/or Superintendent.
