The OIG was established to combat fraud, waste, and abuse in publicly funded state-run health and human services programs. The OIG seeks an experienced eDiscovery Project Manager (Project Manager IV) to join the Chief Counsel’s Litigation Section. The eDiscovery Project Manager will perform advanced (senior-level) work managing the OIG’s eDiscovery projects in support of administrative enforcement litigation matters, investigations, and other projects. This role requires exceptional project management, communication, litigation support, vendor collaboration, and technical coordination skills.

Requirements

  • Knowledge of legal principles, practices, proceedings, and terminology related to litigation and eDiscovery

  • Advanced skill in use of eDiscovery systems and software, including but not limited to Relativity, RelativityOne, Everlaw, Clearwell, Encase, or similar technologies
  • Skill in developing search strategies, building complex queries, and use of Boolean operators
  • Skill in developing and preparing complex reports, writing summaries, and interpreting data
  • Skill in coordinating with legal teams, internal and external stakeholders, IT teams, and vendor consultants on litigation and discovery issues

  • Skill in drafting, proofreading, editing, formatting, and finalizing documents, including, but not limited to policies, procedures, training materials, presentations, spreadsheets, and reports
  • Skill in training attorneys, legal staff, investigators, non-legal personnel, and others on ediscovery concepts, processes, and technology
  • Skill in handling multiple tasks, prioritizing, and meeting deadlines

  • Graduation from an accredited four-year college or university. A major in computer science, information management, information systems, business administration, or a related field is generally preferred.
  • Five years of full-time, professional experience performing end-to-end eDiscovery project management in a legal practice environment, from identification through collection, processing, review, and production, using Relativity, RelativityOne, Everlaw, Clearwell, or similar eDiscovery platforms. Work performed must have included, but not be limited to coordinating with technical teams and vendor consultants, reporting on eDiscovery activities, training users, and developing written processes and job aids.

Nice To Haves

  • Project Management Professional (PMP) certification is preferred.
  • Certified E-Discovery Specialist (CEDS) certification (Association of Certified E-Discovery Specialists)
  • Relativity or other eDiscovery platform administrator or user certification
  • Two additional years of full-time professional eDiscovery project management (or closely related litigation support) experience in a legal practice environment.

Responsibilities

  • Lead and manage projects through the full eDiscovery lifecycle, from identification and preservation to collection, processing, review, and production. Develop project plans, monitor progress, and resolve issues as required to meet established goals and deadlines. Coordinate team meetings to identify project scope, key milestones, and deadlines. Advise legal and investigative staff on best practices and standard technical approaches. Anticipate and proactively address case team needs.
  • Manage records and data collected internally and shared between parties. Collaborate with external parties to effectuate data exchange. Develop load files. Prepare data for examination, review, and production. Document and report on all eDiscovery activities. Maintain defensible production logs and chain-of-custody documentation. Assist with preparation of privilege logs, redactions, and confidentiality designations. Implement production quality control processes.
  • The eDiscovery Project Manager will have a key role on the cross-functional agency project team to implement the OIG’s new eDiscovery solution. Collaborate with internal IT project teams, vendor consultants, legal staff, and program experts on the planning, configuration, integration, and deployment of the solution. Assist with identifying current data sources, operational and technical requirements, and training needs. Solicit input from users. Assist with User Acceptance Testing (UAT) activities. Provide status reports to OIG and Chief Counsel leadership.
  • Work with internal IT project teams, vendor consultants, and legal staff to develop policies and processes, training materials, user guides, and workflow documentation. Train users on eDiscovery concepts, applications, and effective methods of document review. Provide ongoing user support and guidance regarding eDiscovery processes. Troubleshoot workflow and system issues. Coordinate resolution with vendor consultants and internal IT teams. Assist with user access management.
  • Provide general litigation technology support. Develop presentations and reports. Coordinate with HHSC’s Office of Chief Counsel to implement and track legal holds. Assist with trial preparation.
  • Assist with monitoring vendor performance, contract compliance, and operational effectiveness. Assist with strategic planning for eDiscovery operations, technology enhancements, and process improvements. Maintain relevant knowledge necessary to perform essential job functions. Proactively monitor trends and emerging capabilities for litigation support and eDiscovery technology.
  • Represent the OIG in workgroups, committees, and meetings. Lead process improvement initiatives in the area of litigation support. Build effective business relationships with OIG leadership and program areas, HHSC program areas, federal and state agency personnel, and other external stakeholders.
  • Perform related work as assigned. Keep supervisor informed as required or as necessary.
