About The Position

The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. Lead the administration of Louisiana's SNAP and Summer EBT (SEBT) programs and help shape policies that impact thousands of families across the state. Requirements

  • Seven years of economic stability social services experience; OR Six years of full-time work experience in any field plus four years of economic stability social services experience; OR A bachelor's degree plus four years of economic stability social services experience; OR An advanced degree in a social sciences field, business, public, or health administration plus three years of economic stability social services experience.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Directs the statewide administration of the SNAP and Summer EBT (SEBT) programs by developing, implementing, and overseeing program policies, procedures, and operations to ensure compliance with federal and state laws and regulations.
  • Analyzes federal and state legislation, regulations, and policy changes; develops recommendations; prepares programmatic and fiscal impact analyses; and coordinates implementation of approved program changes.
  • Oversees the development and enhancement of automated systems by defining business requirements, coordinating with information technology staff, validating system changes, and ensuring successful testing and implementation.
  • Provides executive-level guidance and technical assistance to agency leadership, field staff, government officials, community organizations, and the public regarding program policies, regulations, and operational issues.
  • Represents the agency on federal, state, and local committees, participates in legislative activities, and collaborates with stakeholders to support program initiatives, policy development, and funding needs.
  • Plans, directs, and evaluates the work of supervisory and professional staff by establishing goals, assigning work, monitoring performance, ensuring compliance with agency and Civil Service rules, and overseeing personnel actions.
  • Manages program budgets, monitors financial operations, oversees quality assurance and corrective action activities, and ensures program readiness to respond to emergencies and other operational priorities.
