About The Position

The Dual Hat QCM / SSHO position is located at Ft. McCoy, Wisconsin. This role is responsible for ensuring that all materials, workmanship, and repairs comply with the contract, plans, specifications, and building codes. The position involves reviewing and approving submittals, performing daily inspections, preparing reports, monitoring project progress, and serving as a liaison between the contractor and the government QAR representative. A key aspect of this role is the strict adherence to and enforcement of safety requirements, including conducting safety meetings, reviewing safety plans, and investigating accidents. The individual must be able to manage project documentation, coordinate third-party testing, and lead various project meetings. This role requires a strong understanding of federal construction requirements and the ability to manage quality control and accident prevention plans effectively.

Requirements

  • Minimum 10 years of experience working in the construction industry, with a minimum of 5 years working on federal government construction projects.
  • Experience acting as site QCM and SSHO, either individually or dual-hatted
  • Experience with OSHA, EM 385-1-1 and other regulatory requirements and industry standard.
  • Experience directing, training, and motivating field personnel.
  • Must be able to obtain GSA and military base passes and be able to operate motor vehicles on military installation.
  • Understanding of federal construction requirements and ability to adhere and manage.
  • Experience managing federal government construction projects is a requirement.
  • OSHA 30 certified (can be obtained after employment if necessary)
  • Construction Quality Control For Contractors certified (can be obtained after employment if necessary)

  • Detail oriented with the ability to efficiently analyze and organize significant amounts of information regarding plan layouts, materials, and scheduling
  • Ability to assess site exposures/construction risks and mitigate accordingly.
  • Ability to identify constructability issues.
  • Employees must always maintain a constant state of mental alertness.
  • Ability to spend long hours at a workstation operating a computer or in the field supervising crews.
  • Dexterity and good motor skills.
  • Some travel to jobsites may be required.
  • Performance of the required duties will require physical ability to climb permanent and temporary stairs. Passenger use of construction personnel hoists, ability to climb ladders and navigate work areas under construction.
  • Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Performing this job requires use of hands to finger, handle, or feel objects, tools or controls, sit, talk and hear, stand, climb, balance, stoop, kneel, crouch, or crawl.
  • Employees must occasionally lift and/or move up to 50 pounds while performing the duties of this job.
  • Job is performed both on active construction sites with exposure to all types of weather heat, cold, rain, snow, exposure to dust, dirt and noise, as well as in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system.
  • Occasional travel may be required.
  • Occasional “off shift” evening/weekend/holiday work may be required.
  • As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results.
  • If applicable to the contract, you must also obtain and maintain the appropriate clearance levels required and must also be able to obtain access to military installations.

Responsibilities

  • Ensure that all materials, workmanship, and repairs are in full compliance of the contract, plans, and specifications and all building codes.
  • Review and approve all submittments and perform daily inspections of the work.
  • Prepare reports, both daily and monthly.
  • Monitor daily progress of projects.
  • Review company quality control and safety plan.
  • Serve a liaison between contractor and government QAR representative.
  • Create and manage project submittal registers.
  • Assist with creating and enforcing project specific Quality Control and Accident Prevention Plans.
  • Collection & Submission of all necessary submittals.
  • Coordination & Management of 3rd party testing.
  • Coordinate & lead Preparatory Phase meetings.
  • Conduct Initial Phase & Follow Up Phase Meetings as required.
  • Assure safety requirements are strictly adhered to.
  • Review and interpret plans, blueprints, site layouts, specifications, and construction methods to ensure compliance.
  • Perform risk management and quality control to minimize project risks.
  • Create and maintain comprehensive project documentation.
  • Attend, facilitate, coordinate all required meetings and progress updates.
  • Provide onsite project oversight and leadership of quality control.
  • Interacts with management to document and monitor changes in construction procedures.
  • Participate in the planning and preparation of the project safety program.
  • Assuring all required safety documentation is submitted and approved prior to any construction activities taking place.
  • Enforcing all safety standards in accordance with approved programs and plans.
  • Conduct daily safety huddles and regular weekly safety meetings.
  • Assist with and collect all pre-task planners for all contractors.
  • Participates in all meetings as needed and reinforces and reports on safety specific elements.
  • Collect and assist in weekly safety toolbox discussions with contractors.
  • Conduct Job Hazard Analysis (JHA) review during preparatory meetings with crews and subcontractors.
  • Assess the site-specific safety training needs and conduct site safety training or schedule training.
  • Conduct daily walk-through inspections of construction areas and document inspections.
  • Identify, document and recommend resolution of hazardous/potential hazardous conditions; follow through to ensure corrections have been made.
  • Investigate personal injury and property damage accidents and follow all required processes for reporting.
  • Compile data, photographs, etc.; prepare all pertinent forms and reports per program procedures and federal, state, local regulations associated with accidents.
  • Assist in emergency action plans and implementations along with rescues as required.
  • Assist in the collection and review of all pre-construction safety elements prior to mobilization.
  • Assist in maintaining all safety systems and equipment, including but not limited to fire protection, fall protection, gas detectors, lock/out, tag/out and grounding systems.
  • Has the ability to Stop Work for unsafe acts or improperly installed work that may led to the injury of person or property.
  • Is the authority and lead on all safety related tasks, assignments, items, and issues on the project site.
