About The Position
Universal Technical Resource Services, Inc. (UTRS) is seeking a Defense Support of Civil Authorities (DSCA) Duty Desk Officer to join their team. UTRS offers a collaborative environment with close-knit team members and provides a wide range of engineering, management, and digital services to both public and private sectors. The ideal candidate will support the company's mission to deliver creative, high-quality, technology-based services on time and within budget. This position is located in Arlington, VA.
Requirements
- U.S. citizenship
- Active (or the ability to obtain and maintain a) Top Secret security clearance
- Bachelor’s degree or 10 years of relevant experience
- Approximately 10 years of experience in a relevant field, such as cyber program analysis, operations, or emergency management
- Experience working in a joint, interagency, or rapid-response environment (e.g., National Guard J3/J-I, Joint Field Offices)
- Comprehensive understanding of DSCA regulations, including DoD Directive 3025.18, and the six validation criteria (CARRLL)
- Knowledge of the Stafford Act and National Incident Management System (NIMS)
- Proficiency with ETMS2 and Microsoft Office Suite
- Completion of DSCA Phase I (online) and Phase II

- Providing decision-making support to leadership during domestic incident responses
