About The Position

The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses. This position is with the Division of Financial Regulation (DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities. This position is represented by the Service Employees International Union (SEIU).

Requirements

  • Five years of experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance or eligibility with program guidelines and regulations.
  • Three of the five years must be above the technical support level.
  • College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.
  • Demonstrated ability to review complex information and determine and document compliance with laws, rules, and division policies
  • Ability to clearly communicate regulatory requirements to a wide variety of individuals, both orally and in writing
  • Experience safeguarding confidential information
  • Ability to exercise independent judgement and resolve disputes through education, communication, and negotiation
  • Efficient organization and time management to monitor reviews and track deadlines for a large volume of reports

Responsibilities

  • Ensuring that drug manufacturers are reporting as required
  • Communicating with regulated entities about complex and potentially sensitive compliance issues
  • Evaluating claims of trade secrecy status and issuing determinations
  • Reviewing and preparing evidence for investigations and enforcement actions
  • Investigating and analyzing suspected non-compliance
  • Referring cases for and supporting enforcement action, including testifying or providing evidence at administrative hearings
  • Providing technical assistance to regulated entities and other stakeholders to improve program compliance
  • Preparing materials and providing training to educate regulated entities and other stakeholders about DPT reporting requirements
