About The Position

This position is part of Outreach’s Workforce Development Leadership Team, providing direct case management services to individuals enrolled in the Workforce Development Program. It also manages the day-to-day operations of Dress for Success Greater Lackawanna, a program of Outreach. The role involves managing a caseload of up to 20 active participants, assisting them with career planning, job readiness, placement, and post-placement follow-up. Additionally, the position supports DFS client services, inventory management, leads volunteer coordination, and provides day-to-day supervisory coverage for DFS staff, interns, and volunteers under the guidance of the Workforce Development Manager.

Requirements

  • Bachelor’s degree in human services, workforce development, business, or a related field preferred. An equivalent combination of education and relevant work experience will be considered.
  • At least two to three years of experience in case management, workforce development, or a related human services field required.
  • Familiarity with populations facing employment barriers and a commitment to working with diverse backgrounds and economic challenges is required.
  • Prior experience in a supervisory or lead capacity is required.
  • General computer literacy required with the ability to input into data collection software and MS Office and Google Suite applications.
  • Proficient in Outlook and Excel.
  • Willingness to learn agency-specific software required.
  • Ability to type 40 wpm; strong computer aptitude required.
  • Must have or meet the requirements to obtain current ACT 33 (Child Abuse) and ACT 34 (Criminal Background) clearances, and be able to obtain additional clearances as required.
  • Valid driver’s license and proof of insurance required.
  • Commitment to ongoing professional development required.

Responsibilities

  • Acts as liaison between team members and the Workforce Development Manager.
  • Facilitates critical thinking and solutions-focused problem-solving within the team.
  • Focuses on achieving team objectives and ensuring that staff understand their duties and responsibilities.
  • Assists the Workforce Development Manager in coordinating with other departments to ensure alignment and collaboration across the organization.
  • Assists staff in finding and completing professional development training related to their position.
  • Trains and acclimates new staff to organizational and program expectations.
  • Provides day-to-day supervisory coverage for Dress for Success Greater Lackawanna staff, interns, and volunteers, including time off requests, timesheet approvals, and performance management tasks.
  • Assists with the implementation of Workforce Development and Dress for Success program goals, initiatives, referrals, and process improvements established by the Workforce Development Manager.
  • Maintains an active caseload; conducts participant assessments/intakes; develops and monitors individualized service plans; coaches, advises, and follows up with participants working toward employment goals; tracks program and individual progress.
  • Delivers and coordinates life skills workshops and employment readiness programming in group and individual settings within the LEAD Center; develops and prepares instructional materials covering job search strategies, workplace expectations, financial literacy, and related topics.
  • Supports participants directly with job search, application, and interview preparation; connects individuals to employer opportunities through the LEAD Center’s existing employer network.
  • Collaborates with the Workforce Development team on the weekly job listing and other shared program resources.
  • Coordinates with Reentry, GED, and other Outreach departments to facilitate referrals and ensure participants receive appropriate wraparound services; participates in designated community outreach activities and agency-wide meetings as directed.
  • Maintains timely and accurate case note documentation reflecting participant contact, progress, barriers, referrals, and next steps within required timeframes.
  • Manages all daily operations of Dress for Success Greater Lackawanna, including support for client suiting appointments, pre- and post-suiting documentation, and the overall client experience; ensures services are delivered consistently and aligned with Outreach and DFS program standards.
  • Oversees donation intake and inventory processes, including scheduling donation appointments, overseeing receipt and processing of in-kind donations, maintaining accurate inventory logs, and coordinating referrals for items outside program guidelines.
  • Develop new DFS systems as needed with the guidance of the WFD Manager.
  • Manages and inputs client data into program-tracking software; compiles and submits monthly and quarterly program data to the Workforce Development Manager within established timelines to support grant and funder reporting requirements.
  • Develop, foster, and maintain community partnerships within the cross-county footprint to support the growth of DFS programming.
  • Conducts and assists with program events, fundraisers, and community outreach activities as needed.
  • Responsible for data collection, entry, and compilation across Workforce Development and DFS programs; enters information into Outreach’s data collection systems and submits to the Workforce Development Manager to meet reporting requirements for federal, state, and local funding sources.
  • Schedules participant appointments; prepares general correspondence, training materials, and program resources; generates class registration lists and tracks attendance.
  • Maintains organized file systems; assists with supply orders, phones, and team operations as needed.
  • Actively participates in Outreach meetings and committees.
  • Performs other duties as assigned.
