About The Position

This position performs highly skilled construction and maintenance work in one or more specialized programs, incorporating standard construction and maintenance techniques to produce a finished product to required standards. The purpose of this position is to serve as a versatile heavy equipment operator and maintenance specialist responsible for the safe and efficient execution of critical infrastructure, landscape, and storm water management projects. The position is expected to operate and maintain a wide array of gas, diesel, and propane powered machinery and heavy transport vehicles, while ensuring all equipment is prepared for deployment through diligent preventive maintenance and safety inspections. Beyond equipment operation, this role involves hands-on participation in construction and maintenance tasks including concrete work, asphalt paving, and erosion control, as well as the implementation of rigorous traffic control and site safety measures. By preparing essential documentation, overseeing site-specific hazard analyses, and providing emergency response support during severe weather or accidents, this position ensures that all departmental projects are completed safely, effectively, and in full alignment with organizational goals.

Requirements

  • Graduation from an accredited high school or equivalent.
  • Two (2) years' experience in maintenance and/or construction.
  • Six (6) months experience in operation of heavy-duty equipment.
  • Valid Class A Commercial Driver License (CDL).
  • Ability to maintain a good driving record.
  • Knowledge and application of the Texas Manual of Uniform Traffic Control Devices I (TMUTCD) provisions.
  • Knowledge and proper use of a surveyor's level to maintain elevation grades on project sites.
  • Skill in producing finished quality maintenance and repairs with minimum rework.
  • Skill in establishing and effective communication and working relationships with city employees and the public.
  • Ability to work with frequent interruptions and changes in assigned tasks.
  • Ability to read and interpret blueprints.
  • Ability to work in storm water management facilities; reconstruction/rehabilitation/maintenance.
  • Ability to read, write, and follow written, oral, and computerized instructions; log onto a computer; and complete electronic forms, reports, and online training.
  • Ability to train others in the use of traffic control.
  • Must be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Must be agreeable to accepting on-call assignments which might result in a call-back to work.
  • Must be an Essential Employee and may be called back during extraordinary situations or emergency conditions.

Nice To Haves

  • Experience operating Track Excavator, Backhoe and Dump Truck
  • Experience with municipal storm water infrastructure including pipe, curb inlets, retaining walls, concrete lined channels, rip-rap cover and headwalls
  • Experience working with excavation and trench safety
  • Experience conducting pre-trip and post-trip inspections of mobile equipment and city fleet vehicles
  • Experience with traffic control setup in the Right-of-Way and flagging experience
  • Specific CDL endorsements may be required to be obtained within 120 days of hire.

Responsibilities

  • Operate a minimum of one specialized type of heavy equipment per the Equipment Training Program.
  • Drive trucks and trailer rigs to haul equipment and materials, including concrete mix truck and tandem dump trucks with trailers.
  • Perform and train others in preventive equipment maintenance, minor maintenance, and repairs.
  • Report equipment malfunctions and repair requirements to the crew lead or supervisor.
  • Operate and perform maintenance on gas, diesel, and propane equipment such as pneumatic jack hammer, air compressor, generator, chain saw, lawn mower, weed eater, lawn blower, hedge trimmer, gasoline tamper, walk-behind roller, arrow board, and quickie cut-off saw.
  • Perform work in storm water management facilities and on-stream bank stabilization and erosion control projects within open waterways and wet environments.
  • Perform traffic control at job sites, including placing and gathering cones, warning signs, and barricades; flagging traffic; setting forms; and installing guard rails.
  • Build concrete forms, pour and finish concrete, and place hot or cold asphalt mix and other materials for general maintenance and repairs associated with the Watershed Protection department.
  • Perform and oversee landscape maintenance, including trimming trees, mowing grass, seeding, laying sod, and erosion control.
  • Perform tasks during emergency situations such as floods, severe weather, and accidents during and after business hours.
  • Prepare daily documentation, material and equipment requisition forms, JHA, and other required forms.
  • Participate in on-the-job and skill-based training to meet team and department goals and objectives.
  • Check jobsite for marked hazards and utilize Job Hazard Analysis.
  • May occasionally train others.
