About The Position

The Operations Manager coordinates the daily operations of Highway, Transfer Station and Vehicles Maintenance. This employee coordinates personnel and resources in order to ensure the efficient operation of the Department of Public Works. Employee is required to perform all similar or related duties. Under direct supervision of the DPW Director, working from municipal policies and objectives; individual establishes short- and long-range plans and objectives, Town performance standards and assumes direct accountability for department results. Consults with supervisor only where clarification, interpretation, or exception to municipal policy may be required. The employee exercises control in the development of departmental policies, goals, objectives and budgets. The employee is also expected to resolve all conflicts, which arise and coordinate with others as necessary. Work is generally reviewed only for technical adequacy, appropriateness of actions or decisions, and conformance with policy or other requirements; the methods arriving at the end result is not usually reviewed in detail.

Requirements

Graduate of a four-year college with a Bachelor’s degree with seven to ten (7-10) years related work experience; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform and essential functions of the job.
Valid Driver's License.
Knowledge of road repair and maintenance; knowledge of technical terminology, shop and road machinery and a variety of measuring equipment; specialized knowledge, education and on the job training relative to highway operations is required.
Ability to operate specialized heavy equipment such as large trucks, graders, backhoes, loaders; ability to communicate work assignments and supervise subordinates; ability to express ideas effectively, both orally and in writing; basic computer skills; ability to establish and maintain effective relationships with employees and the public; ability to program and schedule activities on a long and short-term basis; ability to express oneself clearly and concisely in oral and written form.
Skilled in cost estimating for budget purposes.
Skilled in public relations, department management and supervision/management of employees.
Work requires moderate intermittent physical strength and effort daily, such as, lifting heavy objects of up to 50 lbs. (or more in cases of emergency), carrying the object(s) and stacking them or placing them in a vehicle or storage area.
In addition, pulling, pushing, standing, or walking for the full workday may also be involved.
A great deal of physical effort must be exerted at this level.
Travel, particularly during adverse weather conditions and troublesome road conditions and at times during the evening, is required.
Duties may involve close hand and eye coordination and physical dexterity.
Manipulation and motor control under conditions that may require extreme accuracy may be critical.
The manual skills required are comparable to those which might be needed in operating Class B vehicles.
Visual demands include constantly reading documents for general understanding and for analytical purposes, routinely reviewing non-written materials such as instrumentation for analytical purposes and with a need for color vision.

Class B Driver's License and Hoisting Engineers License preferred.

Responsibilities

Plans, assigns, schedules, supervises and reviews the work of subordinates with regard to the construction and maintenance of streets, roads, sidewalks, traffic lights, bridges, drains, stormwater control structures and related facilities; supervises the installation of signs.
Assigns, prioritizes, and tracks all work orders for Highway, Transfer Station and Vehicle Maintenance.
Responsible for the supervision of all employees of the Highway, Transfer Station and Vehicle Maintenance, as well as personnel from other divisions and private contractors during emergency and snow removal operations.
Responsible for street cleaning operations, including catch basins, culverts, drains, outfalls and manholes, street sweeping and the construction and repair of bridges.
Orders materials and schedules traffic details for all phases of Highway activities.
Plans, schedules and supervises pavement markings and the installation of traffic signs, including all informational signs and the maintenance of all traffic and traffic lights.
Develops, maintains, and implements the Town’s annual and multi-year paving plan, including assessment of roadway conditions, prioritization of projects, preparation of cost estimates, coordination with contractors and consultants, and monitoring of paving projects through completion.
Oversees the operation and administration of the municipal Transfer Station, including staffing, site operations, customer service, safety, equipment, waste and recycling programs, regulatory compliance, vendor coordination and facility maintenance.
Manages and monitors Transfer Station contracts and service agreements, including waste disposal, recycling, hauling, processing and other related services; ensures contractor performance and compliance with contract terms.
Responsible for snow removal, plowing, sanding operations and operations resulting from fires, floods and other emergencies.
Inspects work for compliance with Town, State and Federal standards and related contracts.
Reviews, verifies and approves invoices, purchase orders, service agreements, and contractor payment requests to ensure accuracy, proper authorization, contractual compliance and availability of appropriated funds.
Oversees vendor and contractor relationships, including procurement, solicitation, contract administration, scheduling, performance monitoring, compliance, issue resolution and evaluation of goods and services provided to the DPW.
Review and preparation of contracts to ensure compliance with the Uniform Procurement Act and other laws and regulations associated with public procurement, including but not limited to, MGL Ch 30B, MGL Ch 149, and MGL CH 30, 39M.
Responsible for the preparation, submission and administration of the Highway, Transfer Station and Vehicle Maintenance operational and capital budgets.
Monitors and administers operating budgets for assigned divisions, forecasts expenditures, monitors revenues and expenses, identifies budgetary needs and makes recommendations regarding staffing, equipment, materials, services and capital expenditures.
Participates in the planning, administration and utilization of Chapter 90 funds, including project identification, prioritization, documentation, expenditure tracking, reimbursement requirements and coordination with applicable state agencies and municipal officials.
Coordinates vehicle and equipment maintenance operations, ensuring the timely inspection, servicing, repair, replacement and lifecycle management of municipal vehicles, heavy equipment, and related assets.
Plans and manages work schedules and equipment needed for the execution of Highway, Transfer Station and Vehicle Maintenance projects and programs; directs activities of field crews, leads a variety of construction and maintenance projects for Town-owned properties, roadways and infrastructure.
Assigns and instructs laborers, operators, and foremen to specific tasks; oversees proper use of equipment and ensures environmental compliance and safety protocols are adhered to.
Coordinates field operations and assists in emergency Highway, Transfer Station and Vehicle Maintenance repairs and in other related emergency repairs, as required.
Must be available to respond to emergency issues during off duty hours by electronic communication, and in person, at inconvenient times.
Storms and off hours issues may require a rapid response.
Consultation with Fire, Police and executive management level personnel may be required.
Communicates with the public, boards, committees, outside vendors and contractors, and maintains detailed records of communications and maintenance activities conducted by outside vendors.
Performs similar or related work, as required, or as the situation dictates.
