DOTD Program Specialist 5 (Regional Program Manager)

About The Position

This position is located in the DOTD Public Transportation Section and serves as the statewide subject matter expert of the Compliance Programs including the Americans with Disabilities Act (ADA), Title VI Civil Rights and the FTA Drug and Alcohol Program. The role involves serving as the statewide sole leader/subject matter expert to DOTD Program Specialists within the Public Transportation Section on the ADA, Title VI Civil Rights and 49 CFR Part 655 FTA Drug & Alcohol Program to maintain regulatory compliance. The position independently engages with DOTD, transit agencies, MPOs and other stakeholders to ensure effective coordination and communication. It also coordinates and facilitates training for new and existing transit agencies, oversees technical assistance efforts, tailoring support based on agency-specific needs and risk assessments, and directly oversees the funding disbursement process, ensuring subrecipients meet all eligibility and reporting requirements. Functions as the designated expert and exercises independent program decision-making responsibility in interpreting federal policy changes and applying complex federal transit regulations to ensure consistent statewide program implementation.

Requirements

  • Six years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR Six years of full-time work experience in any field plus three years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR A bachelor's degree plus three years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR An advanced degree plus two years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
