About The Position

This position is contingent to Proposal Award Location: Idaho Falls, ID (Willow Creek Building), and Washington, DC/Germantown, MD (DOE Headquarters), with the possibility of some approved remote or contractor facility work. Roles & Responsibilities Serve as the primary point of contact between the Contractor, DOE Contracting Officer (CO), Contracting Officer’s Representative (COR), and other government stakeholders across all task assignments. Provide technical and administrative supervision for all contract work performed, ensuring all task assignments are executed per the contract Statement of Work and subsequent TAs (Task Assignments). Receive, interpret, and execute all technical directions issued by the COR within the terms and conditions of the contract. Oversee performance management and quality control for all contract deliverables, ensuring timely, accurate, and compliant services across multiple functional and geographic areas. Proactively identify and resolve risks, issues, and resource challenges impacting successful contract performance. Coordinate and manage staffing transitions, personnel assignments, and cross-functional support to ensure continuity of services. Support reporting requirements, invoicing, and communication of status to DOE as required by contract and task assignments. Participate in status reviews, program meetings, and required training activities. Ensure compliance with all DOE policies, contract requirements, and applicable federal regulations. Requirements Minimum Education & Experience Bachelor’s Degree from an accredited institution in business administration, management, public administration, or a related field OR demonstrated equivalent experience in management of multi-disciplinary government support contracts. At least 7 years of progressively responsible experience managing complex, multi-task government support service contracts, including oversight of diverse professional administrative and management teams. Experience within a DOE or federal contract environment highly preferred. Required Skills & Competencies Demonstrated ability to manage contract performance across multiple functional areas (e.g., project management, legal/HR support, financial tracking, procurement/contract management). Excellent written and oral communication skills; comfortable communicating with both executive and technical audiences. Strong organizational, leadership, and personnel management abilities. Proven experience implementing quality assurance/continuous improvement programs and ensuring the accuracy and timeliness of deliverables. Strong analytical, problem-solving, and customer service skills. Proficiency in managing multiple projects and priorities in a dynamic, high-stakes environment. Advanced proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook). Certifications (Preferred but Not Mandatory) Project Management Professional (PMP) or equivalent certification. Professional certifications in contracts (e.g., NCMA), human resources (e.g., SHRM), or other relevant fields. Security Requirements Ability to obtain and maintain all required security clearances up to the ‘Q’ level as may be necessary for specific task assignments. Responsible for developing and executing a security plan for themselves and supporting staff, in compliance with DOE security requirements. Experience handling both classified and unclassified federal contract activities preferred. Additional Requirements Must be a U.S. Citizen (per DOE clearance requirements). Must demonstrate availability to immediately assume Program Manager duties upon award. Willingness to work on-site and/or in a hybrid environment at DOE-designated locations (Idaho Falls, Washington, DC, Germantown, MD), as determined in cooperation with the government. Salary Information: $115,000-$130,000

Requirements
