About The Position

The Policy and Legislative Analyst provide specialized policy, congressional, legislative, strategic communications, and workforce advisory support to Department of Defense acquisition workforce programs. This position supports senior leadership by analyzing legislative developments, preparing congressional materials, developing policy recommendations, and coordinating strategic workforce initiatives that align with Department priorities, statutory requirements, and acquisition workforce modernization efforts.

Requirements

  • Bachelor's degree in public policy, Political Science, Government, Public Administration, Business Administration, Human Resources, Communications, Acquisition Management, or related field.
  • Minimum 5 years of experience supporting federal government policy, legislative affairs, strategic communications, workforce planning, or program management activities.
  • Experience researching and analyzing legislation, policy directives, and government programs.
  • Strong written and verbal communication skills, including experience preparing executive-level briefing materials.
  • Demonstrated ability to coordinate multiple projects and priorities in a fast-paced environment.
  • Proficiency with Microsoft Office Suite, including PowerPoint, Excel, and Word.
  • Ability to obtain and maintain a government security clearance as required by the contract.

  • Experience supporting Department of Defense organizations, acquisition workforce programs, or federal human capital initiatives.
  • Knowledge of Defense Acquisition Workforce Improvement Act (DAWIA) requirements.
  • Familiarity with National Defense Authorization Act (NDAA) provisions and congressional processes.
  • Experience supporting senior executives, congressional affairs, or legislative liaison activities.
  • Master's degree in public policy, Public Administration, Government, Business, or related discipline.
  • Secret clearance preferred; ability to obtain and maintain required clearance.

Responsibilities

  • Support the preparation and coordination of congressional briefings, reports, testimony materials, responses, and information requests related to acquisition workforce programs.
  • Monitor and analyze congressional actions, proposed legislation, statutory language, and policy developments affecting workforce initiatives.
  • Assess the impact of legislative and policy changes and develop recommended courses of action for leadership consideration.
  • Track congressional engagement activities and ensure timely completion of related taskings and deliverables.
  • Coordinate responses to congressional inquiries and reporting requirements.
  • Support the development, analysis, implementation, and evaluation of acquisition workforce policies and legislative proposals.
  • Conduct research and analysis to support policy updates, statutory modifications, and workforce modernization initiatives.
  • Draft policy memoranda, issue papers, decision briefs, white papers, and supporting documentation for executive review.
  • Ensure policy recommendations comply with applicable acquisition workforce statutes, regulations, and directives, including DAWIA requirements.
  • Develop written communications, presentations, executive briefings, talking points, and correspondence for senior leaders.
  • Translate complex legislative, workforce, and acquisition topics into clear, concise, and actionable communications.
  • Support executive engagements by preparing briefing materials, background information, and presentation packages.
  • Assist in communicating workforce initiatives and priorities to internal and external stakeholders.
  • Support the development and execution of acquisition workforce strategic plans and initiatives across Defense Agencies and Military Services.
  • Provide program management and integration support to ensure workforce initiatives align with NDAA requirements, DAWIA mandates, and Department priorities.
  • Monitor initiative progress, identify risks, track milestones, and provide status updates to leadership.
  • Assist with cross-functional planning and coordination efforts.
  • Research federal and industry workforce trends, talent management practices, certification programs, and future-of-work initiatives.
  • Analyze workforce data and develop recommendations to improve acquisition workforce capabilities and modernization efforts.
  • Support development of enterprise-wide workforce shaping strategies and recommendations.
  • Provide analytical support for workforce planning and talent management initiatives.
  • Facilitate collaboration among senior leaders, program offices, component representatives, and external stakeholders.
  • Coordinate meetings, working groups, and stakeholder engagements supporting acquisition workforce priorities.
  • Build and maintain effective working relationships across organizations to support strategic workforce objectives.
