About The Position

Concept Plus is seeking a Documentation Specialist to support federal IT systems development, modernization, and operations. This role requires knowledge and understanding of federal IT processes and technology environments, including DevSecOps CI/CD pipelines, Oracle-based systems, and Java application stacks. Federal systems are deployed across classified and unclassified cloud environments, requiring strong attention to documentation quality, process discipline, knowledge management, and compliance with federal standards. The Documentation Specialist is responsible for developing, maintaining, and governing technical, operational, and program documentation that supports the successful delivery, sustainment, and modernization of federal systems. This role ensures documentation remains accurate, current, traceable, and accessible to program stakeholders while supporting knowledge transfer, operational continuity, audit readiness, and contract compliance requirements.

Requirements

  • US Citizen
  • Must be able to obtain a Tier-3 Secret Clearance
  • 5–7 years of experience in configuration management and technical documentation
  • Experience with configuration management principles and tools (Git, version control systems)
  • Experience maintaining technical documentation and system artifacts
  • Knowledge of federal standards and processes
  • Experience with Jira, Confluence, or similar tools for tracking and documentation

Nice To Haves

  • Bachelor’s degree in Information Systems, Computer Science, Engineering, or related field (or equivalent experience)
  • Experience supporting Configuration Control Boards (CCB) and change management workflows
  • Knowledge of deliverables and documentation standards
  • Understanding of infrastructure as code (IaC) versioning and configuration practices

Responsibilities

  • Develop, maintain, and manage program documentation repositories.
  • Create and update technical, operational, and program management documentation.
  • Ensure documentation remains current, accurate, and configuration controlled.
  • Maintain standard templates, document libraries, and document version histories.
  • Support knowledge transfer and transition activities.
  • Utilize tools such as Jira and Confluence to manage documentation, track changes, and provide visibility into system status.
  • Document operational workflows and standard operating procedures (SOPs).
  • Create process maps and workflow diagrams.
  • Maintain runbooks and operational support procedures.
  • Capture and document lessons learned and best practices.
  • Document CI/CD pipeline processes and procedures.
  • Support release documentation and deployment records.
  • Maintain system architecture diagrams and technical references.
  • Coordinate updates resulting from platform enhancements and modernization efforts.
  • Assist with preparation and submission of contract deliverables (CDRLs).
  • Support status reporting and governance documentation.
  • Maintain meeting records, decision logs, action item logs, and change records.
  • Support risk, issue, assumption, and dependency tracking activities.
  • Ensure documentation supports contract requirements.
  • Support audit readiness activities.
  • Maintain records required for cybersecurity, quality assurance, and program reviews.
  • Assist in documenting system accreditation and compliance activities.
