About The Position

The Doctrine Developer reports to and receives work direction derivatives from the MSTP Project Manager. This role involves developing, revising, and formatting USMC doctrinal publications and MSTP training pamphlets. The developer will review, edit, and ensure accuracy, consistency, and proper formatting for all MSTP doctrine and training materials. They will also produce, compile, and prepare draft and final documents supporting the MSTP exercise lifecycle, including post-event critiques and after-action reviews. Additionally, the role includes drafting, reviewing, and providing feedback on Joint, Marine Corps, and other Service doctrinal documents, concepts, and missions. A key responsibility is reviewing classified materials and recommending appropriate classification for use in exercises, simulations, reports, and publications. The developer will prepare and deliver post-event critiques, after-action reviews, evaluations, and historical documentation for MSTP requirements, and maintain read-to-print master files for all MSTP-published training pamphlets. The position requires drafting and editing complex strategic and doctrinal content in accordance with USMC standards and Federal Printing Regulations, while following the Quarterly Work Plan and MSTP Doctrine/Pamphlet SOPs and Writer’s Guide.

Requirements

  • High School diploma or equivalent.
  • Microsoft Office Specialist (MOS) Master certification (Microsoft Office 2013 or later) within 90 calendar days of contract start.
  • Minimum three years of experience developing, editing, or managing military doctrine or training publications, preferably within a Marine Corps, Joint, or Service-level organization.
  • Experience supporting military training exercises or event lifecycle documentation (e.g., post-event critiques, AARs, evaluations).
  • Strong background in technical writing, doctrinal analysis, or military subject-matter expertise, ideally with exposure to MSTP processes or similar training command functions.
  • Strong communication and presentation skills. Able to read, write, and communicate effectively in English.
  • Able to design and write clear communications and present training programs.
  • Excellent organizational, planning, problem-solving, prioritization, and interpersonal skills.
  • Excellent computer skills required.
  • Proficient in the entire suite of MS Office and able to quickly learn additional systems.
  • Proficient using Adobe Framemaker.
  • Completed and favorably adjudicated Personnel Security Investigation prior to assignment. The minimum acceptable PSI is a National Agency Checks with Law and Credit (NACLC)/Tier 3 (T3) PSI.
  • Qualification as an authorized company driver is required.
  • All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.

  • Familiarity with SharePoint and C2PC is desired.
