About The Position

This position is responsible for planning, directing, and evaluating the administration, operation, and staff of all social services programs in the Alabama/Louisiana/Mississippi Division. The role involves seeking new funding sources, maintaining relationships with funding sources, and ensuring compliance with The Salvation Army policies, procedures, values, and local, state, and federal regulations. The Director will develop and implement program improvements to maximize client and community benefits, direct the preparation of social service and contractual documents, and grant applications. This role also serves as a technical expert for the Divisional Secretary for Program and DSWM and local officers, providing professional assistance in social service program administration decisions.

Requirements

  • Master’s degree from an accredited college or university in Social Services
  • Five years progressively responsible experience developing and administering a variety of social service programs and securing funding through government grants and contracts
  • Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
  • Valid Driver’s License
  • Qualified Driver Under TSA Driver Qualification Program

Responsibilities

  • Monitors all social service programs in the division, ensuring compliance with The Salvation Army policies, and local, state, and federal government entities.
  • Works with Officers, Corps Administrators, Service Center Director, and field employees to implement programs that best serve social service needs.
  • Serves as an advisor to the field on all social services programs, positions, and hiring of top-level social services personnel.
  • Reviews applications, contracts, and grants for compliance with local, state, and federal guidelines.
  • Monitors and prepares grants for submission to the Divisional Finance Board/Board of Trustees.
  • Serves as liaison between Corps, Division, and Territorial Headquarters.
  • Assists Corps in preparing grants, new program proposals, T.L Williams applications, and provides information regarding potential funding sources.
  • Assists Corps in preparing budgets for HUD funds.
  • Acts as liaison between funding sources and The Salvation Army.
  • Reviews new program proposals for accuracy and content, and prepares them for further processing through the Divisional Finance Board and Territorial Headquarters for approval.
  • Notifies Corps upon approval and assists in developing and monitoring of programs.
  • Identifies Affirmative Action language and works with the field location and THQ to determine if a formal Affirmative Action plan is required.
  • Ensures Divisional HR staff is involved and kept up-to-date.
  • Works with Human Resources staff to determine the best course of action for the Division.
  • Recommends new and innovative social service programs The Salvation Army can provide in local communities.
  • Works with local, state, and federal government entities to discuss potential funding opportunities for new social service programs.
  • Identifies current Salvation Army programs that qualify for local, state, and federal funding.
  • Works with financially deficient units to identify new revenue sources for existing social service programs.
  • Identifies new programs and funding sources that will meet needs and improve the Army’s credibility as a social service provider.
  • Receives and reviews for accuracy and completion applications for funding sources.
  • Reviews for accuracy and completion applications and resultant agreements, working with the location to correct deficiencies before submitting to the Divisional Finance Board/Board of Trustee for approval prior to submission to the funding source.
  • Travels onsite to assist the THQ CSRC Specialist with conducting CSRC inspections, following through with submitting the THQ inspections/recommendations to the Divisional Secretary for Program and DSWM and/or Divisional Finance Board.
  • Travels onsite to conduct social services reviews to identify programmatic strengths/challenges and provides recommended improvement strategies to enhance programs.
